Deciding the Day � Look at some special purpose projects that are created to meet needs � We will breakdown the budget of different government agencies � Last look at John Jefferies
Special Purpose Gov. � Special purpose districts are created to serve a specific function in an area � Special purpose administrations are paid for by loans not taxes like certain city/county governments � Usually led by a board of nonelected officials � Some include the airport, MARTA, and RCPS
How they get the money? � Sales Tax: Tax paid on things that people buy (such as at stores) � Federal Grants: The US gives money to help fund things like schools and road building � Personal Income Tax: The city, state, and federal government taxes earnings (paycheck) � Property Taxes: Homes are taxed based on value
How do they spend it? � The revenue is then distributed to state and local programs like schools and police � Since we don’t have infinite money we have to figure out how to allocate our resources � There is a 6% sales tax in Conyers � 4% of that 6% goes directly to the state to help pay for services
GGA gets it together � The Georgia Constitution tells us that we have to work under a balanced budget � The Legislature has to approve how money is spent (appropriations) � The budget process starts in the spring � The governor puts it all together to give to the GGA in Jan. for session
� The Dodging the Debt state does not want to go into debt over how money is spent � Sometimes governments have to make cutbacks like furlough days and eliminating positions � The final budget proposal has to show three things • How much revenue is available? • How much will be spent? • Where it will be spent?
