Background • Metropolitan Statistical Area – is a geographic area designation • Developed by the Federal administration’s Bureau of the Budget (predecessor to the current Office of Management and Budget) • First applied to the 1950 census as the “Metropolitan Area Program” • The areas were called Standard Metropolitan Areas
• The general concept of a Metropolitan Area (MA) is that of an area containing a large population nucleus and adjacent communities that have a high degree of integration with that nucleus. • The purpose of MA’s is to provide a nationally consistent set of definitions for collecting, tabulating, and publishing Federal statistics for geographic areas. • In Short-OMB establishes and maintains MAs solely for statistical purposes.
The Old Definitions • Metropolitan Statistical Area (MSA) – area qualifies as an MSA in one of two ways: – If it contains a city with a population of at least 50, 000, or – If it contains an “urbanized” area of at least 50, 000 and the total metro-area population is 100, 000 or more. – It was a Primary Metropolitan Statistical Areas (PMSA) • Plus, the MSA may include other “central” counties – so you had: – Consolidated Metropolitan Statistical Areas (CMSA)
The New MSA • OMB’s Metropolitan Area Standards Review Committee (MASRC), • beginning in 1996, reviewed current definitions and, in October of 1999, • recommended changes, to be effective with the release of the 2000 census. • To take effect in 2002
The New MSA • Starting with the New - Micropolitan Area • This is a new Statistical Area containing one or more urban clusters of at least 10, 000 persons but less than 50, 000 persons, plus adjacent counties having a high degree of social and economic integration with the core as measured by commuting ties.
The New MSA • Starting with the New - Micropolitan Area • The Sacramento Economic Area includes one Micropolitan Statistical Area: > Truckee-Grass Valley, CA Micropolitan Statistical Area, which is just Nevada County. • Plus federal insight, using the commuter criteria, has placed: > Gardnerville Ranchos, NV Micropolitan Statistical Area, which is just Douglas County, NV. in the new Sacramento Combined Statistical Area.
The New MSA • Then. . Metropolitan Statistical Area • Metropolitan Statistical Areas have at least one urbanized area of 50, 000 persons or more, plus adjacent territory having a high degree of social and economic integration with the core as measured by commuting ties.

Metropolitan Statistical Area • The Sacramento Economic Area now contains three Metropolitan Statistical Areas: – Chico, CA Metropolitan Statistical Area, which is just Butte County. – Sacramento – Arden-Arcade – Roseville, CA Metropolitan Statistical Area, which includes El Dorado, Placer Sacramento and Yolo Counties. – Yuba City, CA Metropolitan Statistical Area, which includes both Sutter and Yuba Counties.
The New MSA • The Micropolitan and Metropolitan categories combined account for approximately 93% of the U. S. population. – 83% of the population in the Metropolitan Statistical Areas. – 10% of the population in the Micropolitan Statistical Areas. • Of the 3, 141 counties in the U. S. : – 1, 090 counties will be in the 361 Metropolitan Statistical Areas – 690 counties will be in the 573 Micropolitan Statistical Areas – 1, 361 counties remain outside of the classification.
The New MSA • And then… Combined Statistical Areas, • A Combined Statistical Area contains at least one Metropolitan Statistical Area and one or more of either Metropolitan or Micropolitan Statistical Areas. • Combinations for adjacent areas with an employment interchange of 25% or more automatic. Combinations with employment interchange of < 25% and > 15% are based on local opinion as expressed through the Congressional delegations.
The New MSA • And then… Combined Statistical Areas, • The Sacramento Economic Area has one Combined Statistical Area: – Sacramento – Arden-Arcade – Roseville, CA-NV Combined Statistical Area, which includes: • Gardnerville Ranchos, NV Micropolitan SA. • Sacramento – Arden-Arcade – Roseville Metropolitan SA. • Truckee – Grass Valley, CA Micropolitan SA.
