" Early disclosure to IEEE DYSPAN-SC and its Working Groups of patent information that might be relevant to the standard is essential to reduce the possibility for delays in the development process and increase the likelihood that the draft publication will be approved for publication. Please notify the Chair as early as possible, in written or electronic form, if patented technology (or technology under patent application) might be incorporated into a draft standard being developed within the IEEE DYSPAN-SC. Current Status Summary • Officers – Chair – Bernd Bochow, Fraunhofer FOKUS – Vice-Chair and Technical Editor – Oliver Holland, Kings College – Secretary – Michael Gundlach, Nokia Siemens Networks • WG 1 was re-established at Singapore meeting 22/03/2011 • 1900. 1 currently has 9 voting members • Most recent previous reporting at the Grenoble meeting 27/06/2012 DCN sc-12 -24 -01 -MTNG • Since Grenoble meeting the WG 1 has conducted 8 teleconferences to coordinate with the sponsor ballot and to finalize the draft 1900. 1 a. • The 1900. 1 a sponsor ballot was closed on September 19 th, 2012. • The 1900. 1 a was approved by IEEE-SA on December 5 th, 2012. • The WG 1 now is focussing on preparing a potential revision of the 1900. 1.
Progress • Since Singapore meeting in March 2011 the WG 1 conducted 28 teleconferences and 6 face-to-face meetings. • 1900. 1 a introduces definitions for 30 new terms into the 1900. 1 -2008 – The draft 1900. 1 a/D 0. 06 has been approved by the WG 1 in its teleconference of February 16 th and by COM/SDB in its April 30 th, 2012 teleconference for opening the sponsor ballot. – Sponsor ballot invitation period was from May 2 nd to May 31 st. – Based on Draft D 1. 0 the sponsor ballot opened on June 2 nd and closed on June 22 nd. – Based on Draft D 2. 0 the recirculation opened on Sep 4 th and closed on Sep 19 th. – Since no additional comments have been received, the draft D 2. 0 was forwarded to REVCOM on Oct 15 th and was approved by IEEE-SA on Dec 5 th. • The IEEE Std 1900. 1 a-2012 will be published early 2013.
Lessons Learned from the 1900. 1 a ballot • There have been negative votes received from the IEEE-SA ballot – Since the 1900. 1 a is an amendment to the 1900. 1, the IEEE Std 1900. 1 -2008 must be made available to balloters. – It was requested that the baseline standard must be made available to balloters ‘free of charge‘ and thus must be included with the balloters package. It is not sufficient to refer to the baseline document as a ‘published document’. • It is suggested to IEEE Dy. SPAN-SC to establish suitable procedures to avoid confusion on the availability of baseline documents upcoming ballots.
Lessons Learned from the 1900. 1 a ballot • There have been comments in the sponsor ballot that had to be rejected – Valid comments have been received from the 1900. 1 a sponsor ballot regarding terms and definitions adopted from other 1900. x published standards. As long as normative text was affected, no changes could be applied. Consequently, such comments had been rejected. – The WG 1 decided to propose changes of terms and definitions affected to other Dy. SPAN -SC WGs and to suggest considering an update to their respective documents. • It is suggested to IEEE Dy. SPAN-SC to establish suitable procedures that recommend such updates proposed by WG 1 to other WGs during their respective amendment/revision processes for consideration. This should be done by Dy. SPAN-SC since the WG 1 may not be active at any time to encourage or guide such process.
Next Steps • In April 2012 the WG 1 established an ad-hoc group chaired by Darcy Swain-Walsh to prepare proposals for a potential revision of the 1900. 12008. • To keep the IEEE Std 1900. 1 valid, a revised standard must be approved until June 2018. • A PAR and 5 C document has been prepared and discussed by the WG 1 (DCN 1 -12 -31 and 1 -12 -36). • The WG 1 proposes to consider the new PAR subsequent to the approval or publication of the 1900. 1 a. • It is suggested to align work on a revision when approved with other WGs. – It seems necessary to minimize the need for ‘iterations’ and to achieve consistent use of terminology across all Dy. SPAN-SC standards. – Hence, alignment with upcoming amendments and revisions of all the Dy. SPAN-SC standards is needed to avoid conflicting or duplicated definitions.
