Safety and Compliance • • • 11 Years LTI Free offshore Positive and progressive HSEQ culture Senior leadership accountability - ownership at all levels Active performance monitoring ANSS is accredited as follows: – – OHSAS 18001 ISO 9001 (2015) ISO 14001 (2015) PAS 99 • Extensive internal and external audit program • Safety & protection of the environment are our core values • All our sites have “A” ratings with SEPA
Safety and Compliance • Augean expects all sites to work profitably, but not by compromising health safety or compliance • HSE compliance are the responsibility of every individual • HSEQ Team monitor and to support the business in the achievement of high standards of health & safety and environmental compliance • Site inspection: monthly, scoring system • Audits to ensure compliance with IMS • Non-conformances identified & actioned • EA/SEPA inspections: support and preparation provided • BSI audits: hosting & management
Technical Team • Compliance management (H&S, Permit and IMS) • Maintenance and development of licence to operate (Permitting and planning) • Environmental monitoring (Coordination and interpretation) • Technical and regulatory advice • Training and competency testing • Project support, contribution and management • External affairs
Regulation & Legislation • • EC Waste Directives Landfill Directive Hazardous Waste DIrective Special & Hazardous Waste Regulations EU Waste Laws – where next with Brexit? Drivers in UK Waste Policy Waste Treatment and Disposal options National Waste Management Plans for England, Wales, Scotland Northern Ireland – differences in approach
Regulation & Legislation - NORM • • • Drive UK Waste Policy Waste Strategy for England Wales Similar Plans for Wales, Scotland Northern Ireland Ionising Radiation Regulations (IRR), Radiological Substances Act (RSA) UK LLW Policy – 2007 UK Strategy for the Management of Solid LLW from the Nuclear Industry – 2009 • Strategy for the Management of Solid Low Level Radioactive Waste from the Non-Nuclear Industry: Anthropogenic Radionuclides – 2012 • Strategy for the Management of Waste from (NORM) in the UK- 2014
Regulatory Concerns • • • Supply Chain need to be kept Interested Urgently Need Volumes and Timeline for Generation Waste Characterisation Current Data Indicates majority of NORM is Hazardous But most would categorise as within LALLW (upto 200 Bq/g) Treatment Options Limited Treatment Options – Incineration & Stabilisation Limited Radiological Capacity at Treatment Sites Disposal Options Landfill – Limited Options LLWR – Limited Radiological Capacity / Ra 226 Undesired
Supply Chain Concerns • • • • SEPA Strategy for NORM Uncertain Volumes Waste Declarations Forecasts not forthcoming Uncertain Decommissioning Timelines Offshore Decommissioning Timelines not Declared Fragility of Supply Chain Enough to sustain Commercial Viability? Hazardous Content Heavy Metals (especially Mercury) Availability of Treatment and Disposal Options Incineration Landfill Engineered Vault – LLWR at Drigg
NORM Disposal & Decontamination • • Lerwick (quayside) Aberdeen Dundee (quayside) Port Clarence ENRMF Great Yarmouth East Kent
NORM Disposal & Decontamination • • Sector leader in modernising hazardous waste management practices Formed in 2004, the Group is strategically positioned to provide strong commercial and compliance-led solutions in a complex and legislative driven market. We have developed through a cycle of staged acquisitions, planning and development Established a specialist waste business in the hazardous radioactive waste markets within the UK Nuclear and Non-Nuclear Industries We actively engage with our regulators Promoting (with the ESA) the need for higher standards and the application of the waste hierarchy. Operating to modern standards and responding to regulatory change.
NORM Disposal & Facilities • • 3 active RSR or RSA permits at ENRMF, Port Clarence and East Kent for Disposal, Treatment and Incineration respectively. The ENRMF permit allows for disposal of up to 200 Bq/g. Lifetime radiological capacity limits also apply but only a small %age has been utilised to date and >10, 000 Tes of Radioactive Waste has been disposed since granting of EPR Permit in May 2011. Port Clarence WRP and Soil Treatment – no specific activity limit applies under the permit however waste must be safe to process with only limited additional controls. May only receive O&G NORM and in the form of solid, sludge or relevant liquid. The conditions of the non rad permits also apply and >600 te of NORM has been processed since 2012. Port Clarence Landfill – Exempt Hazardous NORM disposal up to 10 Bq/g. East Kent – Similar restrictions to Port Clarence but may also receive anthropogenic NORM.
NORM Disposal & Decontamination Facilities • Dundee – Major MORM Decontamination and Decommissioning Facility • Lerwick – NORM Decontamination and Waste Management • Aberdeeen – NORM Waste and Contaminated Equipment Transfer • Port Clarence – Ad hoc Decontamination facility
NORM Treatment Processes • Stabilisation with Waste APCR • • Use of APCR with residual lime content Cement type Pozzolanic reaction used to bind contaminants • Advantages • • • Existing waste and landfill leachate utilised for treatment No overall increase in total waste volume Output residue suitable for disposal as WAC compliant Hazardous Waste Minimal energy usage for waste treatment – plant runs on electricity generated from landfill gas capture No offsite transport of secondary waste to final disposal • Limitations • • Not suitable for high oil contents >20% Not suitable for high solubility or volatile organics
Waste Acceptance Processes • • Enquiries received by ANSS Account Manager Passed to Specialists for Feasibility & Technical Assessment Minimum information requirements must be met Waste Classification and Treatment Process recorded on SWOPS System • Cost Determination • Customer Quotation
Waste Acceptance Processes • Customer quotation received and accepted • Collection or delivery schedule agreed between Customer and ANSS • Booking Confirmed • Waste received and registered at Weighbridge • Paperwork and monitoring checks completed • Waste offloaded into Secure Storage Area • Scanned copy of accepted paperwork issued to ANSS and Customer • Waste mass and activity entered onto Inventory System
NORM Acceptance Processes • Provision of the following information will allow for efficient enquiry turnaround; • Chemical and Radiochemical analysis of scale or sludge • Including Speciated TPH, PAH and Heavy Metals • HRGS • Alpha Spectrometry if arising from gas production • Number of containers or items of equipment • Container type or mass and dimensions of equipment • Photographs where available • Mass of waste or estimated mass of NORM Scale
NORM Acceptance Processes • Waste treated via designated process • Emptied containers and decontaminated equipment monitored to confirm clean • Monitoring results recorded and Clearance Certificate issued • Mass and activity of secondary waste recorded • Secondary waste disposed to designated route • Clean containers returned with Certification • Decontaminated equipment returned / recycled • Radioactive Waste Inventory System updated • Invoices raised at appropriate Milestones • Final invoice and treatment report raised
