Audit at a Glance The Slovak Republic made a commitment in September 2015 to implement Agenda 2030. SAO SR was requested to join cooperative audit under umbrella of IDI in 2017. Audit was conducted in more than 70 SAIs during the year 2018 to review the level of preparedness for Agenda 2030 implementation. The audit concluded that in August 2018 the Government of the Slovak Republic is not adequatly prepared to implement Agenda 2030, however there are initial steps that have already been done. 2

Audit Findings RESPONSIBILITIES - INSTITUTIONAL FRAMEWORK Findings: • Office of the Deputy Prime Minister of the Slovak Republic for Investments and Informatization has been assigned as the overall coordination body responsible for implementing 2030 Agenda. • Statistical Office of the SR is responsible for monitoring SDGs. • The government has set the sufficient institutional arrangements for implementation of Agenda 2030. 6

Audit Findings MOBILIZING PARTNERSHIPS Findings: • The Government Council for Agenda was established in 2017 – consists of 33 members (line ministers, heads of associations of local authorities, employer and regional self-government associations, civil society and academic organizations). • The Deputy Prime Minister established committee of officials called Working group for Agenda 2030 and National Investment Plan. • Both serve as the main forums providing consultation and building new partnerships among the various stakeholders in the field of sustainable development. 7

PRIORITY AREAS: 1. Silver Economy (in context of ageing population) 2. Education 3. Health, Enviroment, Quality of Life 4. Transport, Energy, Climate Change 5. Fighting poverty 6. Justice, Democracy and Security • National targets will be defined by April 30 th 2019 in the „Vision and Strategy Development of Slovakia by 2030“. 8

Audit Findings: CAPACITIES FOR SDGs • Sufficient technical equipment and personnel capacities are only provided until 2020. • Almost all financing is covered by EU funds (salaries, work trips, seminars, consultants, . . . ). • SAO SR recommended to the Deputy Prime Minister´s Office of the SR to secure financing of coordination of Agenda 2030 primarily from national budget, as it is the strategic priority of the SR. • SAO SR recommended to SO SR to communicate with the Ministry of Finance the increase of the budget to comply with eventual increase of tasks related to data processing and necessary human resources in order to assure sustainability of the Agenda 2030 monitoring. 9

Audit Findings: MONITORING • The list of national indicators is still in the preparatory phase, as the national targets in priority areas have not yet been defined. • Meanwhile, the SO SR focused on mapping the availability of global indicators - SO SR reviewed 244 global indicators approved by UN in July 2017: • • • 57 indicators available, 23 partially available 96 indicators out of the scope of official statistics 41 indicators not available at all Source: SO SR 10

Audit Findings: FINANCING SDGs • There is no evidence on securing the national budget allocation to achieve the national targets against national indicators for the time being with clear assignment “what to finance from which source. ” • SAO of SR recommended the Deputy Prime Minister´s Office to initiate closer communication with the Ministry of Finance of the SR and identify national sources of financial allocation for national targets of Agenda 2030. • The Deputy Prime Minister´s Office was also recommended to initiate closer internal communication with the Central Coordination Body (respective department at the Deputy Prime Minister´s Office) to specify allocations of EU funds for the programming period 2021 - 2027 and get these allocations into compliance with the national targets of Agenda 2030. 11
