The 16 th ASEAN SUMMIT At 16 th ASEAN Summit in Ha Noi, April 9, 2010 The ASEAN Leaders’ Statement on Joint Response to Climate Change (ASJ-RCC) was adopted Paragraph 21: “to develop an ASEAN action plan to better understand respond to climate change” 11

21 st Meeting of ASEAN Senior Officials on Environment The 21 st ASOEN, 4 -5 August 2010, Ha Noi - Viet Nam Concept Paper for Action Plan to implement the ASEAN Leaders’ Statement on Joint Response to Climate Change (AAP-JRCC) was presented and recorded in the 21 st ASOEN Report. It had been revised during the Meeting and sent to AMS for further comments and contributions; and requested to be delivered by end of August for the first revision finalisation. 12

17 th ASEAN SUMMIT (31 October 2010 in Ha Noi, Viet Nam) - Concept paper to develop AAP-JRCC was revised and being completed based on AMS comments and contributions and reported to ASEAN SOM and Foreign Ministers Meeting; - The progress report has made to ASOEN/12 th IAMME, October 2010, Brunei; 13

ASEAN Working Group on Climate change (AWGCC) The second Working Group on Climate change (March 19 -21, 2011 in Ha Noi, Viet Nam) - The first draft of the AAP-JRCC will be circulated to AMS 2 or 3 weeks before the Meeting for inputs/comments; - The first draft will be discussed in details at the 2 nd AWGCC Meeting; - And furher actions by AMS to finalise the Action Plan; 16
