ARMOR ONE Update Prototype Project Agreement (PPA) Awarded �Design, fabricate, and test automated mat laying technology including mechanical, sensing, and control systems for application on a barge vessel platform. �The design shall include process systems to enable control of functional components for placing mat squares onto the assembly barge; successfully connecting the squares; and ultimate placement of the mats on the waterway bottom. �The prototype shall be a scaled version, functioning system to demonstrate the form, fit, and function of the technology. �The automated system shall utilize software, computer code, and intellectual property that can be obtained commercially or provided to a contractor full production. 7 BUILDING STRONG®

Section 408 § Section 408 Authority: § Authorizes the Secretary of the Army to grant permission to a private, public, tribal, or another Federal entity for the temporary or permanent alteration or use of a U. S. Army Corps of Engineers (USACE) Civil Works project if the Secretary determines that the alteration or use will not be injurious to the public interest and will not impair the usefulness of the project. § Interim Guidance on Section 408 Decision Level § § Purpose: to provide revised guidance on decision level for Section 408 Background: Consolidates and provides one comprehensive policy and procedural document for processing 408 requests in order to improve consistency across USACE and across types of Civil Works projects (e. g. , dams, hydropower, levee systems, channels and navigation) 9 BUILDING STRONG®
408 Decision Levels – Revised Guidance § HQUSACE Review and Decision: - Proposed alterations that change how the USACE project will meet its authorized purpose. Propose alterations that preclude or negatively impact alternatives for a current General Investigation (GI) or other USACE study. Proposed alterations for the installation of hydropower facilities. Proposed navigation alterations for which Federal assumption of operation and maintenance pursuant to Section 204(f) of Water Resources Development Act of 1986, as amended, is also being sought. § Division Review and Decision - - Proposed alterations that require a Type II IEPR. Proposed alterations for which the non-Federal sponsor for a USACE project is seeking potential credit under Section 221(a)(4) of the Flood Control Act of 1970, as amended. (A decision on 408 request is separate from any decision on potential credit for in-kind contributions) Proposed alterations that could be approved by the District Commander, but the Division Commander established a regional process that requires certain district Section 408 decisions to be made by the Division Commander. 10 BUILDING STRONG®
Hydraulic Modeling and Sedimentation Survey Lock 1 to Index, AR Purpose: - During the spring 2015 flood, the water surface elevations were 3 feet higher than the same flows observed in 1990. It is not known if this is the result of sedimentation, urbanization, vegetation or advancement in stream gaging techniques. In order to determine the cause of the increase in water surface elevation, the Vicksburg District needed to conduct a sedimentation survey. Survey Area: - Lock 1 (Lindy C.
