ABND steps ABND usually follows three steps: STEP 1: Building the assessment matrix and identifying priority recommendations Assessment of the SP situation using the SPF framework Identification of gaps, issues, recommendations STEP 2: Costing of SPF policy options and fiscal space analysis STEP 3: Endorsement of policy options The process lasts for around 18 months
ABND steps This report includes quantitative assessments of the cost, impact and fiscal space of policy options, to facilitate decision making Completing the SPF in Thailand would cost an estimated 0. 50 to 1. 21 per cent of GDP by 2020. Completing the SPF in Indonesia was calculated to cost between 0. 74 per cent and 2. 45 per cent of GDP by 2020.
ABND tool The recommendations entailed in the ABND report can be used for: The development of the UNDAF on social protection The development of a national SP strategy or the implementation plan of an existing strategy The design of new SP schemes The reform of existing schemes (to increase or safeguard coverage, to increase or safeguard levels of benefits, to improve governance)
