Current Situation of Social Welfare scheme Achievements -Good SW legal framework -All SW benefits and services are appropriates to the local and central government annual budget Weakness - The scheme does not focusing to the targeted groups in all-sufficient way -Less reaction to the poverty alleviation -Much influence with political ambition -Good institutional infrastructure in National level -Accustoming service delivery to the vulnerable groups /child, elderlies and disabilities/ -Weak mechanism of service delivery and quality control -Insufficient permanent working of social workers -Poor linkage with other sectors policies, and -Public Private Partnership initiatives are being developing -Overmuch fragmented /duplicated / benefits and services (currently 68 types of SW services and benefits)

Needs of the SW Reform SW benefits and services should focus targeted groups and protect vulnerable people; Use living standard methodology for SW eligibility criteria while taking categorical method ; To achieve SW goals focus on poverty and inequality alleviation, but not equal portion for all; SW policies should tied with other sector’s poverty alleviation polices and need to implement integrated policy; To keep sustainable portion of SW expenditures that influenced with central government budget
