LEAVE NO ONE BEHIND AFN Resolution 98/2017, Develop Distinct First Nations Accessibility Legislation, by First Nations for First Nations. Accessibility Canada Act (ACT), 2019. The ACT focuses on: § employment § built environment (i. e. , physical infrastructure, office buildings, homes, public facilities, etc. ) § Information communication technologies § procurement of goods and services § transportation § design of programs and services 2
LEAVE NO ONE BEHIND • The ACT applies to groups under federal responsibility & includes government departments and federally funded entities, among others. • Overall, the ACT does not reference First Nations and the unique legal and historic relationship between First Nations and the Crown. • Unlike other federally regulated entities, First Nations hold constitutionally protected Aboriginal and Treaty rights. • Accessibility Standards Canada (ASC) is developing standards. 3

LEAVE NO ONE BEHIND • AFN Resolution 110 -2019: Funding for First Nations-specific programs, services and supports for adults with disabilities. • United Nations (UN) Special Rapporteur & UN Convention on the Rights of Persons with Disabilities (UN-CRPD) advocacy. • UN Human Rights Council has prioritized disability. • 7 Generations Continuum of Care: set up a disability task force & adults with disabilities sub-working group; and develop a policy funding framework within this continuum to access prenatal to end of life supports and services. 7
