5 th AWGESC Meeting • Held in Phnom Penh, 14 - 15 Jun 2007 • Objective Ø Future direction and activities of AWGESC Awards for ESC Progress Updates on Partnership Projects • Attended by Ø 7 ASEAN member countries Ø ASEAN Secretariat Ø Representatives from USAID/ECO-Asia
ASEAN Environmentally Sustainable City Awards At 4 th AWGESC Meeting • Meeting agreed it would be difficult to rank cities across ASEAN due to differences in circumstances and development • Suggested Approach: Ø Each country to implement its own national awards at city/town/district levels Ø Awards presented to the nominated cities/towns/districts at AMME/IAMME Ø Process will be used to refine and harmonise national award criteria across ASEAN, eventually evolving into a competitive process for an ASEAN ESC Award
Proposed Framework for ASEAN ESC Awards
Modalities • Recognise ASEAN cities are at varying stages of development and progress • Approach to roll-out Awards programme as agreed at 4 th AWGESC ü Rollout the awards under 3 categories: q city-level q township-level q village-level ü For a start, it will not be on competitive basis ü Each country to submit no more than 1 nomination per category ü Move towards establishment of a competitive ASEAN ESC Award
ASEAN ESC Award • Awards programme to commence in 2008 • Awards given out annually • Countries can opt to join in later • Nominated city of each country will be presented with a plaque / certificate; endorsed jointly by ASEAN Sec and Chairman of AWGESC
Sharing Sessions / Workshops • Host country of the IAMME / AMME to host a sharing session / workshop back-to-back with the IAMME / AMME for the award-winning cities to share their criteria, best practices and experiences • Invite model cities in China, Japan and Korea to share experiences • Success stories will also be shared through the ASEAN ESC Network portal
Publicity • Press statement on the Awards will be issued at the end of the IAMME / AMME • Profile winning cities/towns/villages under the Environmental Sustainability Chapter in the ASEAN SOE Report Ø highlight ASEAN’s efforts in promoting environmental sustainability;
Capacity Building • • • UNU-IAS/Asia-Pacific Network for Global Change Research (APN)/Asian Institute of Technology (AIT) Capacity building on application of Human Ecosystems Model (HEM) for addressing environmental challenges in ASEAN cities 3 workshops planned Ø 2 workshops for ASEAN cities Ø 1 workshop for academics 1 st workshop held on 28 -29 Jun 06 in Bangkok for 14 cities 2 nd workshop held on 26 -27 Jan 07 in Singapore for remaining 10 cities Workshop for academics being planned
Capacity Building USAID • Partnership project with 6 cities completed: Ø Clean Air: Chiangmai and Ha Noi (Oregon Economic Development Dept) Ø Clean Water: Ha Long and Phnom Penh (New Hampshire University) Ø Clean Land : Balikpapan and Iloilo (Maryland Technology Development Corporation) • Follow Up Ø Regional Workshop on water and sanitation strategy on 25 -26 Sep 07 in Bangkok Ø Started pilot projects on water/sanitation with Ha Long, Ha Noi and Phnom Penh
Capacity Building Republic of Korea • Study visit on Integrated Solid Waste Management in South Korea • For one official from each of 24 participating cities • Tentatively scheduled on 17 – 22 Sep 07
Way Forward – Future Agenda • AWGESC is ready to go beyond “brown” issues and ASEAN region • Explore incorporation of “Green” and “Blue” issues in the ESC Framework • Explore possible tie-up and/or collaboration with other regional initiatives such as Ø Kitakyushu Initiative Network (UNESCAP) Ø Sustainable Cities Programme (UNHABITAT/UNEP) Ø Project on “Eco-efficient and Sustainable Urban Infrastructure Development in Asia and Latin America” (UNESCAP) Ø Environmentally Sustainable Transport (UNCRD)
ASOEN’s endorsement sought on (i) Proposed framework for ASEAN ESC Awards (ii) Regional Workshop on Water and Sanitation Strategy on 25 -26 Sep 07 in Bangkok (USAID)
