Many facts show that the climate has changed Number of extreme climate events and climate-related disaster has increased consistently In the negotiation process at the COP/CMP, ASEAN has not yet come up with common understanding/position to address climate change issues (adaptation and mitigation) Therefore, ASEAN countries should have an initiative how to strengthen collaboration and cooperation among the member countries, particularly to bring more attention of Annex-I on this issues and to start with adaptation programs to climate change and to extreme climate events and to link it with mitigation programs

Chronologies of ASEAN Climate Change Initiatives n n n This initiative is fully in line with the five year program of the work of the SBSTA on impact, vulnerability and adaptation to climate change and Mo. U between WMO and ASEAN signed in 18 October 2002 This initiative has been exposed by the Minister of Environment of Republic of Indonesia during AMMH (ASEAN Minister Meeting on Haze) in Cambodia in December 2003 The meeting decided that the issue needed to be discussed at the ASEAN Senior Official on the Environment level (ASOEN) and the ASOEN requested AWMEAS to discuss further this initiative

Proposed Common understanding: REDD (Reducing Emission from Deforestation in Developing countries) 1. 2. 3. 4. 5. 6. Support effort undertaken by developing countries to reduce emission from deforestation and the need to have incentives mechanisms to support in the implementation of the effort. The effort shall be characterized as voluntary and should not generate future obligation (goals, targets or timeframes). This is in line with the principle of common but differentiated responsibilities Urgent need to move ahead with measures to address emission from deforestation as well as the need to consider the issue of degradation at the same time as deforestation Support effort to reduce emission from deforestation should be able to enhance forest conservation and sustainable forest management Initiating enabling activities on reducing emission from deforestation for the next 3 -5 year, including capacity building activities and pilot projects on REDD to provide and learning by doing opportunities Develop methodological work in REDD under SBSTA Support the development of national forest inventories in developing countries and strengthening capacity for data collection system.
