Article 243 X to 243 ZG Schedule XII

Power to impose taxes and funds of the municipalities: �Authorize a municipality to levy collect and appropriate such taxes duties etc. in accordance with such procedure. �Assign to municipality such taxes etc by state govt. �Provide for making such grant in aid to the municipalities from the consolidated fund of the state �Provide for constitution of such funds on behalf of municipalities and also for the withdrawal of such money therefrom.

Finance commission: �The finance commission constituted under art. 243 I for Panchayats shall also review the financial position of municipalities and make recommendations to the governor as to the: � 1)principal which should govern: �A) the distribution between state and municipalities of the net proceed of the taxes , duties etc. which may be divided between the municipalities at all levels of their respective shares of such proceeds.

�B) the determination of taxes, duties etc. which may be assigned to by the municipalities. �C) the grant in aid to the municipalities from the consolidated fund of the state. � 2) the measure need to improve the financial position to the municipalities. � 3) any other matter referred by governor

�Audit of account of the municipalities art. 243 Z �Election to the municipalities art. 243 ZA: in the state election commission. �Application to UT’s. �Part not to apply in certain areas art. 243 ZC: schdule areas, tribal areas, etc.

Committee for district planning: �At the district level in every state. �Main function of this committee shall be to consolidate the plans prepared by Panchayats and municipalities in the district and to prepare draft plan for the district. �The state legislature make provisions for the composition etc of this committee.

�Every district planning committee shall in preparing the draft development plan having regard to the common interest b/w panchayats and municipalities. �The extent and type of available resources whether financial or otherwise. �Consult such organization as specify by the governor.

Committee for metropolitan planning: article 243 ZE �It prepare plan for the development of the metropolitan area. �The legislature of state may by law make provision with respect to the following matters:

The composition of metropolitan planning committee. And also manner in which seats in such committee shall be filled. • Representation in such committee of govt. of India and govt of state as deemed necessary for carrying out functions Functions relating to planning and co ordination for the metropolitan area which may be assigned to such committees. • The manner in which the chairperson of such committee shall be chosen.

Continuance of existing Laws and municipalities: art. 243 ZF �Any law relating to municipalities in force in a state imidiately before this act which is inconsistent with this part shall continue to be in force until amended by competent legislature. or until 1 yr from the commencement of this act which ever is earlier.

Article 243 ZG : Bar to interference by court in electoral matters.
