Army Portfolio Enabling the Best The Opportunity The Army has placed Portfolio, Programme and Project Management (P 3 M) at the heart of its operating model and is seeking to recruit individuals who are already P 3 M professional, or who would like to have a career in the P 3 M profession. The Army Change Portfolio consists of c 38 of the Army’s major change programmes, covering equipment, infrastructure, personnel, information and business change (efficiency) activities and represents a total investment of circa £ 30 Bn over 10 years. You will be given a bespoke and professional training package to develop key skills in P 3 M. Our Structure The Army has established a tiered P 3 M structure with: • an Army Portfolio Office (APf. O) providing central coherence, standards and guidance the APf. O ensures that the Change Portfolio is targeted in support of the Army’s strategic objectives and that progress of delivery if monitored and assured; • Sub-Portfolio Offices co-ordinate programme delivery activity at a Directorate level supporting programmes and ensuring coherence across the development of capabilities; • Programmes are focussed on delivery of key capabilities and outcomes as laid out in their Mandate; and • Projects are nested within these programmes to deliver specific deliverables or outputs. Our Community Led by the Army Head of Profession, there is a close knit P 3 M community within the Army with regular Communities of Practice meetings to share good practices and learn about the latest developments in P 3 M. The Army is keen to develop the P 3 M profession and therefore will seek to deploy P 3 M staff flexibly to meet portfolio priorities and will explore opportunities to develop P 3 M practitioners. Our vacancies We currently have vacancies in the following areas: D Support Programme Management Offices supporting RLN, LEPE 2025, MDL 2020, Mil Eng Combat 2035, PSTP, and C-CBN programmes. D Information Programme Management Office supporting LE ISTAR and CEMA programmes. The Army intends to manage P 3 M skilled staff on a flexible basis and therefore successful applicants will be flexed between other Directorates or Programmes as priorities change or Programmes close. Where you could be working… Support Directorate The Support Directorate consists of 18 major change programmes that sit within the Delivery phase of the Army Operating Model and represent a total investment of circa £ 20 Bn over 10 years. Run as a sub-portfolio, the Integrate Department within the Support Directorate is applying a P 3 M framework as robust change management to deliver new equipment capabilities such as armoured vehicles, artillery systems, UAVs, bridges, deployable infrastructure and Explosive Ordnance Disposal equipment. Basing & Infrastructure (B&I) is a growing directorate which shapes the requirements, and then directs and monitors implementation of changes to the Army estate. Our work ranges from co-ordination of national infrastructurefocussed programmes, such as the Army Basing Programme (ABP) to supporting the new infrastructure requirements created from new or existing equipment projects and programmes across the rest of the Army. Capability Directorate D Capability will be a high performing organisation focussed on conceiving, planning and delivering Land Environment capability to meet Army and Defence outputs over the next 30 years. It will develop concept driven, evidence based, strategically aligned, financially taut, capability change proposals leading to the delivery of the benefits of the subsequent x. DLOD change programmes. Personnel Directorate The Personnel Directorate consists of 2 major change programmes focused on training and recruitment. Information Directorate The Information Directorate is responsible for a wide range of activates in support of the Army. This includes developing and delivering the Army’s Communications and Information Systems, Cyber capabilities, ISTAR (intelligence, surveillance, target acquisition, & reconnaissance systems), Information Activities & Outreach; and is the lead for policy and resources for all aspects of the Army’s security. The Directorate includes the Army’s own software house, data analysts and enterprise architects that provide pan TLB support predominantly enabling the running of the business with management information. The Directorate also holds the Joint Force Command, Information Services & Systems (ISS), to account to deliver most of the equipment programme capabilities delegated to their sub portfolio by both the Army and JFC portfolios. In addition, the Directorate also acts as the customer to ISS for the Army’s fixed (DII/Mo. DNET) and voice communication systems. A busy and innovative directorate, it is at the centre of developing technology to ensure the Army stays in the lead.
