Arab Region preparations for World Telecommunication Standardization Assembly 2016 (WTSA-16)
Preparation for World Telecommunication Standardization Assembly 2016 � First preparatory meeting (21 – 23 December 2015, Cairo-Egypt) Ø Discussed ITU-T Study Groups latest activities Ø Discussed the Arab common proposal for the work of WTSA-16 and agreed on the future contributions based on proposals from the member states � Second preparatory meeting (29 – 31 March 2016, Rabat-Morocco) Ø Approved candidates to WTSA-16 vise-chair and WTSA-16 committee and ITU-T SG chairmanship Ø Discussed the ITU-T Study Groups’ structure � Third preparatory meeting (7 – 8 September 2016, Cairo-Egypt) Ø To agreed last set of the Draft Arab Common Proposals for the work of WTSA-16 and to finalize WTSA-16 preparation process Ø Regional coordination meeting will be held on the 6 th of September 2016

Arab States preliminary proposal regarding SGs Restructuring � Retire Review Committee from ITU-T and SUP Resolution 82. � Move SG 9 as a Working Party under SG 16. � Move Q 4/2 (human factors)to SG 16. � No need for holding back-to-back meetings between SG 2 and SG 3. � SG 3 should be the lead SG on policy and regulatory issues as well as the Lead study group on economic issues including tariff and accounting principles. � Big Data studies should be transferred from SG 13 to SG 20. � SG 13 should exert more effort on the next study period to develop standards on 5 G. SG 13 should also intensify its role on the management part of the network as well as the signaling � New work on control plan should be moved to SG 13. � SG 20 should be responsible about e-services/smart services in Smart Cities.
Revision of WTSA Recommendation 12 on Identification and layout of ITU-T Recommendations � D series in Rec. 12 should be renamed so that it reads as follows: Economic , Regulatory and policy issues for telecommunications/ICT including tariff and accounting principles.
Revision of WTSA Resolutions Merging resolution 57 to 18 on Principles and procedures for the allocation of work to, and strengthening coordination between, the ITU Radiocommunication, ITU Telecommunication Standardization and ITU Development Sectors � Recognizing that one such mechanism – the Inter-Sectoral Emergency Telecommunication Team – has been established to ensure close collaboration within the Union as a whole, as well as with interested entities and organizations outside ITU, on this key priority issue for the Union � Resolves that TSAG , TDAG and RAG, shall continue the review of new and existing work and its distribution between ITU‑T, ITU-D and ITU‑R. And to invite the Directors of the Radiocommunication (BR), Telecommunication Standardization (TSB) and Telecommunication Development (BDT) Bureaux to collaborate and report to the respective Sector advisory bodies on options for improving cooperation at the secretariat level to ensure that close coordination is maximized.
Resolution 29 on Alternative calling procedures on international telecommunication networks � Recognizing the major role of Internet networks in the international arena, which impact the calling procedures format and reform the structure and technology of calling procedures � Continue identifying and defining all forms of alternative calling procedures and study their impact on all parties, and developing Recommendations concerning alternative calling procedures � Instruct ITU-T Study Group 2 to study other aspects and forms of alternative calling procedures; And ITU-T Study Group 3 to study the economic effects of forms of alternative calling procedures
Resolution 44 Bridging the standardization gap � Streamline of the resolution � Study the possibility of generating additional revenue for ITU-T , through identifying new financial resources not related to the voluntary contributory units Resolution 72 on Measurement concerns related to human exposure to electromagnetic fields � Reflect the amendments of Resolution 176 (Busan, 2014) of the Plenipotentiary Conference, and Resolution 62 (Dubai, 2014) of the World Telecommunication Development Conference. � Instruct ITU‑T, in particular Study Group 5, to cooperate with ITU-R Study Group 1 and 6, and with ITU-D Study Group 1 in order to expand continue its work and support in this domain.
Resolution 76 on Studies related to conformance and interoperability testing, assistance to developing countries, and a possible future ITU Mark programme � Postpone the implementation of the ITU Mark until that pillar 1 (conformity assessment) reach a more mature stage of development. � ITU‑T study groups should continue the pilot projects that they have already started for conformity to ITU-T recommendations. � Instructing the Director of the Telecommunication Standardization Bureau to accelerate the implementation of pillar 1, to ensure a gradual smooth accomplishment of the other 3 pillars; and the implementation of the ITU Mark.
New Resolutions Combating counterfeit telecommunication ICT/devices � Align with resolution 188 issued in the PP Busan 2014 for the seek of the following objectives; � ITU-T Study Groups specially SG 11 and SG 5 should work in collaboration with ITU-D study group 1 and 2, to study how to prevent or detect the tampering with and/or duplication of unique device identifiers, interacting with other telecommunication standards-development organizations related to these matters. � TSB and BDT Directors should assist Member States in addressing their concerns with respect to counterfeit telecommunication/ICT devices, through information sharing at regional or global level, including conformity assessment systems.
New Resolutions (Cont. ) Mobile Financial Services Ø ITU-T Study Group 3 to coordinate and collaborate with other relevant Study Groups and Focus Groups Ø ITU-T TSAG to examine the matter, consider the input of Study Group 3 and other relevant study groups and take the necessary actions, as appropriate, with a view to deciding on the necessary mobile financial services standardization activities in ITU‑T Ø The Director of the Telecommunication Standardization Bureau to provide the necessary resources
