Target & Explore – Why the School Meals Programme? After our field-visits we identified three main ways in which corruption may be occurring in the PAE: 1. Over-ordering: more meals are ordered than are needed. 2. Under-supplying: fewer meals and smaller portions are provided than committed contractually. 3. You can run robust experiments in Anti-corruption: • Designed and run 5 academic-level experiments in a policy area desperately lacking rigorous evidence 3.
