There are no standards on how the intersection is to be designed, therefore the design should be based on transportation goals established by the City. 2. The use of channelized right-turn lanes do not provide safe, efficient, and convenient pedestrian travel. 3. No standards on how the intersection is to be designed Staff Findings: City policies address the need for improvements to the intersection, specifically the need for new left and right turn lanes. However, there are no standards on how the intersection is to be designed, therefore the design is based on reasonings by the engineers as to the most safe and efficient design. Staff Findings: The County provided reasonings for the channelized turn lanes and identified features that were added that both provided safety measures for pedestrians and reduced vehicle turning speeds. Appellant’s Key Points 3. The intersection should be redesigned without the channelized right-turn lane similar to other intersections. Staff Findings: The design of the intersection factors in the existing conditions. The intersection is not the same as the Farmington/Murray intersection which is why the channelized turn lanes are proposed at Walker and not Farmington Road.
