Project Objectives 1. 2008 Leaders’ Meeting has reiterated the fundamental importance of tackling “behind-the-border” barriers to trade and investment in the creation of well performing, resilient and robust economies. 2. Competition Policy is one of the most essential factors to tackle “behind-the-border” barriers to promote structure reform to raise economic efficiency, enhance consumer welfare, and ensure sustainable economic growth. 3. This training course is aimed to help reduce the gap between developed and developing member economies on the implementation of competition policy and enforcement of effective competition laws.

Key Objectives Ø To fulfill the 2008 APEC theme of “reducing the gap between developed and developing member economies” by providing technical cooperation and assistance on competition policy especially for developing economies; Ø To protect the result of free trade and investment by sharing legislation as well as enforcement experiences concerning competition policy and law; Ø To build capacity on competition policy by better utilizing the accumulated APEC knowledge and expertise, especially in developing economies.

The last four training courses have examined the following competition issues: 1. Abuse of Dominant Position, Organization and Function of Competition Agency (2005, Philippines); 2. Regulation of Business Combination, Competition Advocacy (2006, Thailand); 3. Competition Policy and SMEs, Effective Implementation of Competition Policy and Law (2007, Singapore) ; 4. Challenges for Cartel Cases in Domestic/International Markets, Competition Policy and Industrial Policy (2008, Indonesia).

The 5 th training course will: 1. Conclude this series of training course and focus on the issues of vertical restraints and interrelations between competition policy and consumer protection policy. 2. Continue the previous effort in direct response to both the “APEC Structural Reform Action Plan” and LAISR and intend to contribute to capacity building for competition related authorities in APEC member economies.

Through this training course, the participants are expected to: Ø Learn the knowledge on

Through this training course, the participants are expected to: Ø Learn the knowledge on vertical restraints and interrelations between competition policy and consumer protection policy thereby enhancing their enforcement on competition and consumer protection laws to ensure market competition; Ø Exchange information and broaden their knowledge on members’ respective competition policies thereby enhancing common understanding on competition issues in the APEC region; and Ø Implement competition policy and law more effectively thereby ensuring free market competition to achieve the Bogor Goal of free and open trade and investment.

Ø The objective of the project will benefit women since gaining experience in competition policy will improve women’s capacity to better understand be involved in policy making.

Ø Amount Applied for TILF Funding: USD 75, 856. Ø CTFTC shall bear: Equipment/Materials, photocopying, Communications, and Hosting costs (USD 19, 825).
