Cautions should not be issued in this case

AYSO Impact: Minimal - Referees and ARs should work together to make sure players do not reenter the field of play without permission.

AYSO Impact: Minimal - This is rarely seen. But referees need to be aware of the change should such an event occur.

Law 11 – Offside The first point of contact when the ball is played/touched is the moment when offside position is judged. AYSO Impact: Almost none – this change was made for VAR considerations

Law 12 – Fouls and Misconduct Biting is included as a direct free kick and a sending-off offence. Spitting at anyone is a direct free kick and a sending-off offense. AYSO Impact: Minimal – Biting is an extremely rare offense, but was previously not specifically mentioned as a sending-off offense. Spitting is also rare, but has been expanded to say that spitting at anyone (not just an opponent) can be punished.

Law 12 – Fouls and Misconduct Throwing an object at the ball or hitting the ball with a held object are separate direct free kick offences (not a form of handball). AYSO Impact: Minimal – Rarely happens, but now goalkeepers throwing an object at a ball could be punished by a DFK or PK, even if in their own area.

Law 12 – Fouls and Misconduct Goalkeepers can handle the ball a second time even if the first attempt to catch/hold the ball was deliberate (wording change). Previously, when goalkeepers attempted to catch/hold/stop or ‘parry’ the ball, they technically controlled the ball, so could not pick it up a second time as this was a ‘deliberate’ touch with the hand(s). This was not the Law’s intention and was not enforced. AYSO Impact: Minimal – This was already standard practice.

Law 12 – Fouls and Misconduct If the referee plays advantage for a DOGSO the offender is cautioned (YC) whether or not a goal is scored. AYSO Impact: Referees should now show a YC if advantage is played for a DOGSO and a goal is not scored. There will be few occasions when advantage is played for a DOGSO foul; there must be a clear and obvious opportunity for a goal to be scored.
