nd 2 meeting of NITI Forum for NE Recommendations : • All the links of the value chain viz. primary processing centers, incubation centers, treatment plant, common facility centers, cluster (FPO’s, FPC’s and Cooperatives) etc. are aligned with requirement of industries with forward linkages to bamboo plantations in the region taking into account a regional perspective (hinterland states can supply to bigger industries in one or two states in NER). • Appropriate plantation of the required species through cluster approach and undertaking processing under livelihood schemes should also be encouraged. There is a need to promote ancillary units in the vicinity of the plantations. The investors may be informed about the incentive schemes (NEIDS, 2017) of DIPP for establishment of new industries. A buy back system with remunerative prices for primary processed material as well as contract farming of bamboo with industry is important NEC to set up model CFCs in the States of NER
nd 2 meeting of NITI Forum for NE • • Infusion of Research & Development: • Strong support of research Institutions of CSIR, ICFRE, ICAR for development of value chain (plantation, treatment, primary processing, product development) both by way of technology as well as equipment, tools and machinery. • Network of research institutions and single knowledge portal to be developed for dissemination of information to farmers, entrepreneurs and academics. • NEC, CBTC, RFRI, NEIST (STINER) and NE Bamboo Development Council should to take this forward under guidance of O/o Principal Scientific Adviser to Govt. The North East Cane and Bamboo Development Centre (NECBDC) as approved by the NEC Plenary should be activated by NEC to undertake the role of a converging facilitators for states for support across the value chain Mandate 15 -20% bamboo based constructions in Govt. works to increase demand awareness on durability and strength of bamboo, included engineered products. Simultaneously there is a growing fraternity of architects working with bamboo who need to be ‘mainstreamed’ into itself to encourage use of bamboo in construction, certain percentage of Govt works should be mandated to be done with bamboo. A mix of round bamboo as well as bamboo should be encouraged, with the support of bamboo designers and architects. NEC should funds construction of model green buildings with modern aesthetics in each State capital

Action Points of the Last Review Meeting at Delhi Sl. All the states to upload information of the Budget / Expenditure / Transfer/ Utilization on the PFMS portal. State Missions to start interacting with SLBC on NBM and financing. States to convey readiness to participate in the INBAR pavilion at 2019 Horti Expo in Beijing starting April 2019, as informed by INBAR India recently and already conveyed to the States to convey readiness for participation in the ASEAN Bamboo Congress in August 2019. Deadline for abstract submission is 28 th Feb 2019. https Sikkim: Bank of India, UCO Bank and SISCO Bank (Sikkim State Cooperative Bank Ltd) have been contacted. Tripura: CRM, UBI, who is the Convener of SLBC has been contacted, Sikkim: Two officials from the State Bamboo Mission, Sikkim would like to visit INBAR pavilion Sikkim: State will not participate in the ASEAN bamboo Congress.
9. The major problems faced by bamboo industry and the redressal measures envisaged in the NBM are summed up as follows: No Problems 1. No Problems Redressal Measures under NBM 5. Economies of scale and reduction of - Cluster approach is the major thrust wastes - Proper treatment and seasoning to be done to increase longevity and reduce consumption - Primary processing units to be established close to the growing sites to reduce transportation costs associated with movement of round bamboo. - Promote end to end use of bamboo to reduce wastage and customised basic processed material to feed bigger industry. - Final waste utilization by conversion to boiler feed/pellets/briquettes - Will result in enhanced local skill development and employment - Establish Bamboo Economic Zones

Problems Redressal Measures under NBM Skill development Among the major institute identified for skilling are Indian Plywood Industries Research and Training Institute (IPIRTI), Bengaluru; ICFRE Institutes – Jorhat, Dehradun, Coimbatore, Bengaluru; Bamboo and Cane Development Centre BCDI, Agartala; Cane and Bamboo Technology Centre, Guwahati; Industrial Design Centre, IIT Mumbai; National Institute of Design (NID), Bengaluru; Kerala Forest Research Institute (KFRI); Training Centre of Maharashtra Bamboo Development Board. 8. Explore export potential for high end construction material and other innovative products - There should be full effort to tap global markets, especially in Europe, Americas and Australia since only then our fledgling industries will break even and incentivise more such investments. - Synergy with Export Promotion Council for Handicrafts (EPCH) has been established - IKEA has been introduced to a manufacturer of knock down bamboo wood furniture manufacturer in Assam. Also exploring in Tripura - Advocate bamboo as a ‘greener’ replacement for wood/timber .

sl 11 Problems Redressal Measures under NBM - Promote use of bamboo based products viz bambooscrimber, bamboo ply, bamboo boards, bamboo roofing, etc. , in Government and private demand for sector (CPWDs, State PWDs, PMAY, etc) School furniture bamboo in • BIS has formulated standards on structural use of bamboo, namely, IS 15912: 2012 “Structural Design using bamboo-Code of Practice”. The constructio reference to this standard has also been incorporated in the National Building Code of India 2016. Revised and updated version of IS 15912 ns 2018 is under publication. • Mo. RD vide letter no. M-11060/06/2018 -RH(M&T) dated 13. 11. 2018 has requested to use bamboo/ bamboo based material in PMAY-G construction with the objective to give an impetus to bamboo industry. • M/o Tourism has also issued an advisory to States for use of bamboo in constructions • All major user organisations including Railways, AAI, CPWD, NBCC, M/o RD, WDRA, etc have been advised to enhance use of bamboo in construction projects. A stakeholder consultation with these agencies as well as BIS, Central Building Research Institute Roorkee, architects and manufacturers was done to see the gaps in certification, and promote use. • D/o School Education & Literacy had been requested to advise States to promote bamboo furniture in schools, following which the States have been written to • State Mission Directors have been advised to be pro-active in this regard Low
