CONTEXT Key Challenges facing Kwa. CONTEXT… Governance and policy • Good governance is compromised by mismanagement and maladministration with resultant fraud, corruption and poor audit outcomes (provincial and municipal). • Lack of consequence management where there is clear evidence of non-compliance with regulatory requirements. • The poor intergovernmental relations, the lack of alignment and coordination across the spheres of government remains a serious cause for concern. • A high vacancy rate and loss of continuity following municipal elections, resulting in weakening of capacity to deliver services. CONTEXT… Key Challenges requiring collective intervention by government There a number of challenges requiring strong interventions and these are: • Fighting the stigma of corruption whether perceived or real. • Lack of envisaged and practical performance in most of the departments but in particular those that are key in economic transformation, such as DARD and EDTEA. • Financial constrains arising from shrinking provincial budget due to budget cuts. • Office of the Premier not having a Provincial wide Monitoring and Evaluation System that monitors the departmental performance and citizen based monitoring. RESOLUTIONS 1. 2. 3. 4. The Provincial MTSF (2020/21) Implementation Plan once serves as the base for coordination of MTSF programme planning, monitoring and evaluation in the Province. Mainstreaming of gender, youth and people with disabilities, children, senior citizens and military veterans into the plan, therefore data will have to be disaggregated by race, age and gender. The Departments, Municipalities and Public Entities align and integrate sector programmes and interventions to the National and Provincial MTSF Implementation Plan (2019 -2024). Implementation is effective from 1 April 2020 with vigorous monitoring and evaluations of the Programmes through the AWG’s and Clusters to the Provincial Executive Council. The monitoring will have special focus at: 2. 1 Departmental performances monitoring 2. 2 Coalface service delivery monitoring. Let's grow Kwa. Zulu-Natal together 115
