The risk must be weighed against the severity of the disease and whether or not it is curable. b ) When an animal is suffering from a disease or illness that fails to respond to treatment or is likely to be terminal, leading to suffering. like in the case of cancer. c) In the case where the animal's immune system has broken down leading to severe problems, which fail to respond to treatment. d) In the case where there is a breakdown in organ function that cannot be cured by diet or medicine. e) When an animal is severely injured and those injuries are likely to adversely affect its QOL. The outcome of a successful operation or lengthy treatment must be weighed against the potential handicap: is it just a mobility problem or are bodily functions, such as ability to urinate and defecate, are affected too. f) When an animal can no longer maintain QOL. If an animal has an owner who can attend to it 24 hours/day, and it is not in pain, that animal is viable even it it has special needs, but may not be so in a shelter.

Animal Refuge Kansai 1. Changes in Animal Protection Law to bring it into line with EU and UK laws. Implementation and enforcement  of this law. 2. Stricter fines, prison sentences and banning of people prosecuted for cruelty under the law, from keeping  animals in the future. 3. Clearer definition of what cruelty means. Education of police, local authorities and veterinarians on this. 4. Compulsory registration and microchipping of all dogs and cats. 5. Abolition of gas chambers in Hokensho and Kanri (Aigo ) Centres to be replaced by humane euthanasia. 6. Education of veterinarians in early neutering and euthanization. 7. Free or subsidized neutering in all municipalities 8. Compulsory registration and stricter inspection of pet shops and breeders. 9. More media attention on where animals in pet shops come from, puppy mills exposure, so that people  decide by themselves not to buy from pet shops. Consumer preference will bring about closure of pet shops. 10. Banning sale of pets on internet.
