Anglistics Study Programme Translate the text below: Recruitment In the recruiting processes, employers must take into consideration that it is unlawful to discriminate between applicants for employment on the basis of gender, marital status, colour, race, nationality, or ethnic or national origins. It is also unlawful to publish job advertisements which might be construed as discriminatory. It is unlawful for a person to discriminate against another based on sex or marital status in the hiring process and in respect of the terms and conditions of employment. However, there are exceptions to this rule, such as where sex or marital status is a genuine occupational qualification (GOQ). Terms of employment After the employee is hired, protection is provided generally under the Employment Rights Act. In particular, this Act requires the employer to provide the employee with a document containing the terms and conditions of employment. The statement must include the following: identities of the parties, the date of employment, a statement of whethere has been continuation of employment, the amount and frequency of pay, hours of work. Anglistics Study Programme TRANSLATE THE SENTENCE BELOW: Sadašnji pravni okvir za državnu službu definiše postupke zapošljavanja, napredovanja i otpuštanja po osnovu zasluga, ali potrebno je regulisati izuzetke od ovih pravila i prelazna rešenja. Zapošljavanje zasnovano na zaslugama i dalje je oslabljeno prekomernim diskrecionim pravom na političkom nivou pri izboru konačnih kandidata. Takođe, ne postoje jasni kriterijumi za organizovanje izbornih testova kao ni za sastav izbornih komisija. Izuzeće od normalnih postupaka zapošljavanja dozvoljeno je za privremeno zaposlene, što i dalje čini oko 10% zaposlenih u državnoj službi. Zakonsko razdvajanje političkih od državno-službeničkih položaja još uvek nije jasno sprovedeno. Upravljanje ljudskim resursima i dalje se uglavnom fokusira na poštovanje zakona. Sistem ocenjivanja učinka, sa uvećanim razredima procene, i dalje je neefikasan. U pogledu sistema nagrađivanja u državnim službama, u decembru 2017. godine doneti su novi zakoni o platama u državnim organima i javnim službama i zapošljavanju, o platama zaposlenih u organima lokalne samouprave i autonomne pokrajine

Anglistics Study Programme TRANSLATION: The current civil service framework defines merit-based recruitment, promotion and dismissal procedures, but exemptions and transitional arrangements need to be addressed. Merit-based recruitment is still undermined by excessive discretion allowed to the political level in the choice of final candidates. Also, there are no clear criteria for organisation of the selection tests and composition of selection committees. Exemptions from the normal recruitment procedures are allowed for temporary staff, that continues to make up around 10 % of the civil service. The legal separation of political and public service positions is still not clearly enforced. Human resources management continues to focus mainly on legal compliance. The performance appraisal system, with inflated appraisal grades, remains ineffective. Regarding the civil service remuneration system, new laws on public service salaries and employment relations and on salaries of local government and autonomous province were adopted in December 2017.
