Anglistics Study Programme Serbia and the EU • Serbian producers have been exporting duty-free to the EU since 2000 (Customs duties for all industrial and agricultural products coming from Serbia into the EU were abolished by the EU in 2000 with the application of the Autonomous Trade Measures) • Serbia has been gradually removing customs protection since 2009 (The most sensitive agricultural products for Serbian farmers will remain protected with customs duties until Serbia’s accession to the EU) 8

Banks and other economic operators apply certain rules to support the fight against money laundering and terrorist financing. 10

Anglistics Study Programme Serbia and the EU • Public procurement EU rules ensure that the public procurement of goods, services and works in any Member State is transparent and open to all EU companies on the basis of non-discrimination and equal treatment. 11

Anglistics Study Programme Serbia and the EU • Right of establishment and freedom to provide services EU natural and legal persons have the right to establish themselves in any Member State and to provide cross-border services. For certain regulated professions, there are rules on mutual recognition of qualifications. Postal services are gradually being opened up to competition. 12

Anglistics Study Programme Serbia and the EU Translate the following text into Serbian Pressure on the judiciary (including from authorities within the judiciary) remains high. Public comments by government officials, some at the highest level, on investigations and ongoing court proceedings continue and are perceived as pressure on judicial independence. Some progress was made in this respect: the High Judicial Council amended its procedural rules to react more efficiently in cases of alleged political interference in the judiciary upon requests filed by the judges. The amended rules do not foresee a mechanism for a regular HJC reaction. The procedure has only been used in a very 13 limited number of cases.

Anglistics Study Programme Serbia and the EU A more elaborate mechanism has been put in place by the State Prosecutorial Council for both ad hoc and regular reactions in cases of alleged political interference. The SPC’s newly appointed Commissioner for Autonomy has a mandate to take action on individual complaints by deputy prosecutors and has already processed several cases. 14

U decembru 2017. godine je usvojen novi Zakon o izmenama i dopunama Zakona o ograničavanju raspolaganja imovinom u cilju sprečavanja terorizma. Nacionalna strategija i akcioni plan za sprečavanje i borbu protiv terorizma (2017– 2021) su usvojeni u oktobru 2017. godine. 15

Anglistics Study Programme Serbia and the EU Strategija obuhvata prevenciju nasilnog ekstremizma i radikalizacije, otklanjanje terorističkih pretnji, kao i odgovor i gonjenje u slučaju terorističkih napada. Postoji potreba da se uspostavi jedinstvena baza podataka informacija vezanih za terorizam na nacionalnom nivou, što će doprineti efikasnijoj razmeni informacija i boljoj međuinstitucionalnoj, regionalnoj i međunarodnoj saradnji. 16
