Estabelecer o contexto da AAE Rever a necessidade de desenvolver a AAE e dar inicio às tarefas preparatórias Inclui uma fase de avaliação inicial (screening) para determinar a necessidade de AAE, e a definição de objectivos (!) Quanto mais cedo a AAE for integrada no processo de decisão, mais provável é ter benefícios Review the need for SEA, and initiate preparatory tasks. An early step in the SEA process is “screening” to decide whether an SEA is appropriate and relevant in relation to the development of a PPP in the area under consideration. Implementar a AAE Determinar o âmbito de aplicação da AAE (scoping) Devem ser definidos: conteúdos da AAE, critérios e indicarelevantes para avaliação (com base em orientações nacionais – e. g. Estratégia Nacional de Desenvolvimento Sustentável), etc. Deve ser desenvolvido um relatório inicial (scoping report) A scoping process should establish the content of the SEA, the relevant criteria for assessment (e. g. goals set out in the National Sustainability Development Strategy). These should be set out in a scoping report. A pragmatic view needs to be taken on how much can be achieved given the time-scale, available resources, and existing knowledge about key issues. Analisar as relações de poder entre diferentes stakeholders é essencial para uma boa gestão e análise do processo SEA should actively engage key stakeholders to identify significant issues associated with the proposal and the main alternatives. Effective and sustained public engagement is vital for effective SEA. Implementar a AAE Compilar informação de base Mais que um inventário (flora, fauna, sistemas urbanos, etc. ), uma AAE deve basear-se em conhecimento transversal dos sistemas socio-ecológicos afectados. Atenção especial aos sistemas mais importante e mais vulneráveis A informação de base deve reflectir os objectivos e os indicadores definidos no relatório de scoping SEA needs to be based on a deep understanding of potentially affected environment and social systems. This must involve more than a mere inventory (e. g. listing flora, fauna, landscape and urban environments) and particular attention should be paid to important ecological systems and services, their resilience and vulnerability. Implementar a AAE Analisar os efeitos potenciais dos PPP e das alternativas A identificação de impactos (directos, indirectos ou inesperados) é mais complexa em PPP que em projectos específicos, o que torna as previsões difíceis de fazer e analisar. A avaliação de efeitos indirectos é vital Identifying the potential effects of policy proposals and decision-making processes, and options for/alternatives to PPPs is more difficult than in the case of specific projects. Transmission channels through which effects may be experienced may be very complex, involving many aspects which are difficult to predict and analyse. Implementar a AAE Analisar os efeitos potenciais dos PPP e das alternativas A comparação de cenários ideais versus pessimistas pode ser útil, bem como a análise de efeitos cumulativos Não existe uma metodologia única para a avaliação de impactos (depende das situações) Certain measures can help to frame this issue, such as the use of best versus worse case scenarios. Cumulative effects present particular challenges and may require expert consideration. There is no single best method for impact analysis. Avaliação Ambiental Estratégica Fase 2. Implementar a AAE Identificar medidas para melhorar oportunidades e mitigar efeitos negativos O objectivo é encontrar situações “win-win” (em que todos ganham, sociedade, economia e ambiente). Quando isto não é possível, os tradeoffs têm de estar muito bem identificados para suportar a tomada de decisão. Para os efeitos negativos identificados deve-se: 1. Evitar, 2. Reduzir, 3. Compensar The aim is to develop “win-win” situations where multiple, mutually reinforcing gains can strengthen the economy, society and environment. Where this is impossible, the trade -offs must be clearly documented to guide decision makers. A mitigation hierarchy should be followed for identified negative impacts: first avoid; second reduce; and third offset adverse impacts. Informar e influenciar a tomada de decisão Fazer recomendações para os agentes decisores A apresentação dos relatórios provisório e final são meios importantes para influenciar a tomada de decisões chave. A equipa da AAE deve passar a informação sobre aspectos ambientais chave relacionados com os PPP de forma clara e breve (e. g. Policy Briefs) Presentation of draft and final reports are important to influence key decisions. Avaliação e monitorização Monitorizar decisões relativas aos PPP e os resultados da sua implementação É importante perceber de que forma é que os objectivos ambientais e as recomendações do relatório ambiental da AAE estão (ou não) a ser alcançados/seguidas A monitorização de efeitos cumulativos pode ser apropriada, especialmente em iniciativas com implicações à escala regional para recursos naturais It is important to monitor the extent to which environmental objectives or recommendations made in the SEA report or the PPP are being met. Avaliação e monitorização Avaliação dos resultados da monitorização Como parte do processo de revisão dos PPP, é necessária uma análise e avaliação formal dos resultados da monitorização – sem avaliar os resultados do que se está a fazer não sabemos se estamos a ir numa boa ou má direcção. Evaluation of monitoring results and feed back in PPP renewal. At some point a formal evaluation of the monitoring results should take place as part of the revision or renewal of the PPP.
