A Highlevel View of the ACLA System ACLA, a federated library system, pursues, provides and promotes the highest quality public library service possible for all residents of Allegheny County through collaboration, cooperation and coordination. “ACLA”: Board: 9 Members. Glossary of terms & things to know: Responsible for all matters relating to the System. (Decision that impact the Suburban Libraries. ) Central Unit: Executive Director & ACLA Staff Book Mobile: Primarily Funded by Grant Money. ACLA-CU monitors this money. STATE & RAD Funding: Is a “pass through designate” for this money. Some money is withheld for ACLA-CU operations. ACLA: Allegheny County Library Association. “ACLA” has three different meanings: • Central Unit, or • Suburban Libraries or • Suburban + City libraries (CLP). CLP: Carnegie Library of Pittsburgh (City libraries) ei. N: ei. Network [Electronic Information Network] “ACLA” General Membership Suburban + CLP Libraries (Meet Apx. 4 x’s a yr. ) = 1 Suburban Library = 1 City Library CLP (City) – 18 Libraries “ACLA” (Suburban) – 45 Libraries East Region CLP is an ACLA Consolidate Library group CLP has 1 vote. The 17 branches libraries do not vote. (CLP Usually Abstains at the membership level since these votes are usually about funding issues relevant only to the suburban libraries. ) • Top down decision making. • There is an over all Executive Director that reports to a board. • There are Directors and Managers who report to the Ex. Dir. They are responsible for various operating units and the branch libraries. • There is one Boards which set their own strategic plans. • District Library Service Center: CLP is designated by the State to monitor this. This is ILL and Shipping services. • Library for the Blind & Physically Handicapped: CLP Monitors this money. West Region North Region South Region ei. N is a not-for-profit corporation which provides technical support to the member libraries of ACLA: • Responsible for: • Millennium System. (Also know as “Triple i” or III. ) Circulation, Cataloging, Acquisitions, Serials, Reports • The OPAC (On-Line Public Access Catalog) or “The Catalog” • Helpdesk services; PC support (Deployment & upgrades, H/W & S/W. ); etc. • Wide area network – contract management with vendors • Provides direction & suggestions for new technical service models. • Receives a RAD grant via CLP. • Has an Executive Director • Has a 6 Member Board. Receives input from the members – but makes unilateral decisions. ACLA Federated Libraries: Each Member has 1 Vote • Bottom up decision making. • Most Member libraries have a director that reports to a board. • The Boards (AKA Trustees) set their own strategic plans.
Where does the money come from… STATE, COUNTY (RAD), LOCAL, OTHER (#s from 2010) STATE We pay taxes. The PA Department of Education gets a portion. That department assigns some of that to the libraries & library systems through out the state. (State Funding used to be based on a formula, but that has been suspended since 2003. ) Some of those funds go to ACLA-CU. We, as a part of ACLA get a portion. Some go directly to CLP, District Services & County Coordinated Aid. (Note: Scott’s portion in 2010 was: $27, 040. ) COUNTY (RAD) The mission of RAD (Regional Asset District) is to support and finance regional assets in the areas of libraries, parks & recreation, cultural, sports and civic facilities & programs. The District receives 1/2 of the proceeds from the 1% Allegheny County Sales and Use Tax. (5/3/10: http: //www. radworkshere. org/interior. php? page. ID=10) $1 ONE $1 $. 07 tax ½ of the 1% go to RAD fund assets. These assets include ALL libraries. There is a difference between the RAD distribution of $s to City & Suburban libraries. In other words: When you pay $1 for an item you are charged $. 07 in taxes. One percent or. 0007 of the 7 cents goes to RAD. The RAD then funds community assets. ACLA (Suburban) 1% RAD Funding 76% of the population RAD 2010 funding: 45 ACLA Libraries = $5, 600, 000 or 1%. ACLA ( 45 County Libraries— and YES Scott is one!) ACLA-CU distributes funds to its 45 member libraries based on a formula. (Note: Scott’s portion in 2010 was: $71, 677 or. 012%) LOCAL Local communities are expected to contribute a minimum of $5 per capita to “remain in good standing” with the State. Some communities have laws which require a % go to their library. Scott Township Public Library is fortunate to be in one of those communities. (Note: Township’s allocation in 2010 was $97, 500. In 2010 the Township also initiated a $5, 000 challenge grant. They would match dollar-to-dollar up to $5, 000 all unrestricted donations we raised. ) According to the RAD website in 2010: Libraries (CLP & ACLA) receive the largest portion of the allocation at 31%. CLP 30% RAD Funding 24% of the population (City) RAD 2010 funding: 18 City Libraries = $17, 600, 000 or 30%. CLP (18 Pittsburgh City Libraries — and NO Scott is NOT one) OTHER STPL receives income from the other following sources: • Friends of the Library: $8, 000 (NOT all Libraries have a FOL. Another thing for us to be thankful for!) • Extended Use & Service Fees: $12, 480 • Restricted & Unrestricted Donations: $10, 573 (Includes our $5, 000 toward the Challenge Grant from the Township. ) • Other Grants, Interest and more: $2, 436
