Purpose of the SWTP ¡Assess current and future multimodal transportation conditions and needs at a statewide level ¡Evaluate how to address changing needs ¡Develop recommendations for programs, policies and initiatives ¡Identify anticipated funding sources and levels ¡Support continued economic vitality of the state ¡Promote and enhance system mobility, connectivity, integration and preservation
Key Components ¡Multimodal—roads and bridges, transit, bicycle/pedestrian, rail, aviation and waterways ¡Long-range; 2040 horizon year ¡Macro level evaluation of transportation system and modal interactions; MPOs as foundation in urban areas ¡Updated statewide travel demand model ¡Financial plan to identify resources and strategies for implementation ¡Related Efforts 2008 Statewide Transportation Plan 2016 Statewide Freight Plan Statewide modal system plans (rail, aviation, bicycle, etc. ) MPO 2040 Long Range Transportation Plans (LRTPs)

Peer Review ¡Included Florida, Georgia, Tennessee, Mississippi and Arkansas ¡All recently completed (2015 -16), prior to FAST Act ¡Performance measures either not included or reflected anticipated requirements based on federal guidance to date ¡None include a specific, prioritized list of improvement projects ¡All compare historic and anticipated funding levels against identified needs and show resulting budget shortfalls or “how far” funding will go towards meeting needs and/or performance thresholds ¡Tennessee notable for its “pay as you go” funding (and its limitations) ¡All organized in a user-friendly summary format focused on highlighting key findings for a general audience; technical and/or detailed information provided in separate documents/appendices
