MTN – Charter / Mission Charter To provide guidelines for industry standardization to improve maintenance training quality and reduce training costs by developing guidelines to standardize training programs, processes, procedures, methods, and media. Mission The mission will be accomplished through the development of guidelines to standardize manufacturer and air transport industry training programs, processes, procedures, methods, and media.
MTN – Situation • The ATA Maintenance Training Network publishes and maintains guidelines and specifications for the development, preparation and delivery of training materials used for educating personnel involved with the maintenance of aircraft, engines, components and related equipment. Changes to the documents require coordination among all interested air carriers, manufacturers and suppliers. • The Network is responsible for coordinating changes to ATA Specification 104, shall be international in representation, and shall hold periodic meetings as specified in this policies and procedures document.
Spec 104 Working Group • Objectives – Update Spec 104 to reflect the way maintenance is performed, and training is developed, conducted and administered in the current operating environment – Include information in the Spec to ensure that operator training program development and administration is inline with current regulatory guidance
Spec 104 Working Group (continued) Current focus is Chapters 1 and 2 Chapter 1 – Competency Definition: • Must be KSA Driven – Structured Learning Process • Will move to the General Section • Must include evaluations, exams, testing definitions.
Spec 104 Working Group (continued) – Definitions: Training Devices Synthetic Training Devices Need to be clear as they will be used extensively in the future
Spec 104 Working Group (continued) – Levels of Training For these Levels , drop the description (transit, Line, Base) and just use the number. • Level III

Spec 104 Working Group (continued) MRO Training – How do we allow the MRO’s to do their own training and have it accepted by the operators? – Will the proposed FAA move to “Approved Training” take care of this? – This will continue to be a discussion item.
Spec 104 Working Group (continued) Chapter 2 – Rewrite draft in work Some concerns over the way Chapter 2 is developing. May want to consider breaking it into two sections: 1. Training Specifications 2. Training “How to” manual
Spec 104 Working Group (continued) Chapter 3 – In work Hank Schaeffer (Boeing) and Frank Johnson (Airbus) working on Ch. 3 to identify “low hanging fruit” first and recommend changes.
Spec 104 Working Group (continued) Target Dates • Chapter 1 / 2 Revision – Late 2009 • Remaining Chapters – 1 st half of 2010
ATA MTN – “The Way Forward” “Future” Spec. 104 Rhonda Cooper presented an outline draft of a future Spec. 104 that comprises nine chapters (vice five) and includes all current information while incorporating new material. Plan is to present an enhanced outline at next years WATS meeting. Spencer Bennett to bring back FINAL paper on Training Needs Analysis from EAMTC meeting. Will be used by rewrite groups while making recommendations to Spec. 104.
