Mission Statement: Our mission is to provide direct support to the Air Force Enlisted Aide Core by providing funds dedicated formal and Informal functions. Goals: 1. To provide support to the Career Field Manager (CFM) and MAJCOM Functional Managers (MFMs) with funds for awards, going away gifts, and monthly, quarterly, and annual functions. 2. ARTICLE I NAME AND PURPOSE The name of this organization shall be the USAF Enlisted Aide Association (UEAA). The UEAA shall be recognized as an unofficial activity and established in accordance with local regulations. The purpose of this organization is to promote the pride, morale, welfare, and a sense of community among USAF Enlisted Aide Personnel and their family members assigned across the Air Force. The Objectives of the UEAA are to support the Enlisted Aide Career Field in non-mission related morale building activates. The UEAA will conduct activities in a manner that is free from racial discrimination and provides equal opportunity and treatment for all members, irrespective of race, color, religion, sex, or national origin. ARTICLE II GENERAL PROVISIONS The Association operates Air Force Wide but is hosted in the AFDW region. Since this organization is unofficial, currently, no Commander Consent is required. All operations are contingent on compliance with the requirements and conditions of all applicable Air Force Instructions and policies. The Association has established a bank account with the Armed Forces Bank, account number x 4213. Additionally, the board will be make all financial transactions accessible by using the Google Wallet app/website. Association members must be aware that are jointly liable for any financial obligations. In addition, the MAJCOM POCs are also financial liable to the UEAA. ARTICLE III OFFICERS AND GOVERNING BODY The Officers of the Executive Committee shall include the UEAA Advisor, President, Vice President, Secretary, Treasurer. Additional members shall include the MFM, MAJCOM Volunteer POC, MAJCOM Financial POC. Section 1. Duties of the UEAA Advisor: The UEAA Advisor position is filled by the EA Career Field Manager or another SNCO that is selected from within the AFSC. The UEAA Advisor Shall: a. Provide indirect oversight of the Association. b. Will ensure Association finances are not mishandled. c. Will ensure annual elections take place. d. Act as an advisor to the UEAA. e. Can determine the term of service as honorable (justification for receiving funds for departing gifts if appointed by the CFM. UNITED STATES ENLISTED AIDE ASSOCIATION CHARTER
ARTICLE III OFFICERS AND GOVERNING BODY Section 2. Duties of the President: The President Shall: a. Preside over all meetings and elections. b. Establish and solicit members to serve on such committees as deemed necessary. c. Sign, along with the Secretary, minutes of all general membership and executive council meetings. d. Conduct routine business of the UEAA. e. Verify and reconcile with the Treasurer the financial account. f. Provide a vote, if needed, as a voting member of the Executive Committee g. ARTICLE III OFFICERS AND GOVERNING BODY Section 3. Duties of the Vice President (VP): The VP Shall: a. Assist the President in all Council Business. b. Assumes the office of the President in the event it becomes vacant before the annual election. c. Sit on sub-committee meetings. d. Be a voting member of the Executive Committee. e. Keep account of present at the meetings. the members b. Maintain all records for the Council. c. Maintain and update the UEAA Calendar on the EA Portal. d. Manage the UEAA Website (still in progress). e. Sign, (with the President), minutes of all general membership meeting and executive meetings. council f. Distribute meeting minutes to EA field via e-mail, Share. Point, and any chosen social media g. Advise of upcoming meetings and topics. h. Be a voting member of the Executive Committee. i. ARTICLE III OFFICERS AND GOVERNING BODY Section 5. Duties of the Treasurer: The Treasurer Shall: a. Make all authorized disbursements (See Article VII, Control of Funds) b. Establish and maintain all necessary bank accounts, withdraw funds and make all disbursements for payments authorized by the membership or appointed officers and when approved by the President. c. Maintain records of all financial transactions and the financial status of the UEAA. d. Advise the President and membership on all financial matters (Quarterly to the CFM and President) e. Establish a financial report at the UEAA meetings bi-annually or at any other special meetings. f. Be a voting member of the Executive Committee. g. Have access to the UEAA bank account. h. Maintain the Google Wallet account. i. Allocation responsibilities with MAJCOM POCs for money distributions. j. Save the transaction history to the aggreged upon location. k. ARTICLE III OFFICERS AND GOVERNING BODY Section 6. Duties of the MFM: The MFM Shall: a. Provide a member for both the MAJCOM Financial and Volunteer POC positions. b. Ensure MAJCOM funds are sent as received to the Treasurer (unless approved amounts needed in the immediate future). c. Ensure money is spent properly on morale functions for the respected MAJCOM (limit d. MFMs will contact VP (if not available, the President) for financial planning. e. They will ensure the Financial POC returns the funds immediately if not used. f. Will send the UEAA email account a list of outgoing EAs so that the CFM or Advisor can determine the term of service as honorable (justification for receiving funds for departing gifts). ARTICLE III OFFICERS AND GOVERNING BODY Section 7. Duties of the MAJCOM Financial POC: The MAJCOM Financial POC Shall: a. Will maintain the funds generated and distributed for the MAJCOM. b. Send funds raised and/or any unspent funds to the Treasurer. c. Maintain records of all financial transactions and the financial status of the MAJCOM. d. ARTICLE III OFFICERS AND GOVERNING BODY Section 8. Duties of the MAJCOM Volunteer POC: The MAJCOM Volunteer POC Shall: a. Will generate and organize fund raising opportunities for the MAJCOM. b. Will track money raised, number of hours, number of volunteers and provide to the secretary. them c. Only exceptions are the Overseas locations (due to international conflicts, it not occur at this time. will d. Appointed by MFM for 1 year increments (suggested as close to Fall CORONA as possible). ARTICLE IV MEMBERSHIP OR PATRONAGE Membership into the UEAA is open to all personnel assigned as an Enlisted Aide In the USAF. Any member in good standing may run for and hold Executive office (President, Vice President, Secretary, Treasurer) in the UEAA. All members will have the right to speak at meetings, make motions, and vote. Membership in the organization shall terminate upon request of the member, transfer of the member, separation, or retirement of the member. Reprisal by members against not wishing to participate in the UEAA will not be tolerated. Membership in the organization may entitle the member to a gift or award upon PCS, separation, or retirement (See Article IX for specifics). USAF ENLISTED AIDE ASSOCIATION CHARTER
ARTICLE VI METHOD OF FINANCING Fundraising and donations acquired by members and other associations will be the primary source of income for the UEAA. Fundraising events shall include, but not limited to, food sales, car washes, dinner auctions, or any other auctions. The UEAA must be self-sustaining and sources of revenue include the following: 1. Fundraising activities 2. EA memorabilia (EA coins, EA Cookbook, etc. ) 3. Donations UNITED STATES ENLISTED AIDE ASSOCIATION CHARTER
ARTICLE VII CONTROL OF FUNDS The UEAA has established a checking account at the Armed Forces Bank (account number x 4213) deposits UEAA funds in this account. Additionally, the use of Google Wallet at www. google. com/wallet/ will be maintained for financial transactions. A maximum of $1000. 00 can held anything over that amount must be held for specific occurrences (i. e. CORONA activity). If funding for the UEAA events is required, approval to use funds from the UEAA account will be granted via a majority membership vote next during a meeting or via electronic voting. In the absence of a general meeting vote, the Executive Committee may approve the use of up to $100. 00 through a majority vote of available officers. A Record will be maintained of all bills and/or deposits made. The UEAA will not extend or accept credit. UNITED STATES ENLISTED AIDE ASSOCIATION CHARTER
ARTICLE VIII FUNDRAISERS All requests for special functions, resale activities to include charity drives and fundraising events will be submitted to the UEAA for approval and oversight. The aforementioned events will not occur without approval from the UEAA Executive Council and the UEAA Advisor (if the organization becomes official then each MAJCOM will set up their own official PO). The funds will be utilized towards promotion ceremonies, welcome baskets, sympathy flowers, annual celebrations, MAJCOM Morale building events (as long as it involves continuation training). These also include activities deemed appropriate by the Executive Committee and voted on by UEAA. The UEAA will sponsor activities to promote the quality of life for all Enlisted Aides Air Force wide. All MAJCOM fundraising requests will be approved by the UEAA. If a fundraising event is dedicated to a particular event, then a portion of any money raised will go back to the UEAA fund. The percentage of the amount to be given back to the UEAA is set a twenty-five percent (25%). The remaining raised funds will be controlled by the Treasurer and will be used solely for the event to which the fundraiser was held (i. e. Holiday party, MAJCOM training event). This ensures that each Event POC will have a pool of guaranteed money. Event POCs may still submit a formal request for additional money to the UEAA as required. ARTICLE IX AWARDS AND GIFTS Awards and gifts will be bestowed upon individuals that remain in good standing. The CFM’s discretion is required in order for an award or gift to be bestowed. The MFMs will send the UEAA email account a list of outgoing EAs so that the CFM can take the necessary actions. Worthiness is determined by the individual’s standing during the tenor as an EA. The UEAA reserves the right to deny awards and gifts to an individual that has not served in a honorable capacity while assigned as an EA. Any exceptions or grievances will be discussed and voted upon by the UEAA Advisor (if the CFM chooses to delegate this authority). Any award or gift will not exceed a monetary value of $25. 00 with the exception of retirements. Retirement gifts and awards will not exceed a monetary value of $50. 00. *All Single Aides locations (i. e. Hill AFB) POC shall be in DC. This will allow for multiple EAs to sign the Welcome card upon joining the AFSC. If they are to be assigned to a location such as a MAJCOM, then this responsibility falls on the MFM for taking this action as their responsibility. UNITED STATES ENLISTED AIDE ASSOCIATION CHARTER
ARTICLE X ADOPTION OF ADMENTS Proposed amendments to this charter must be approved by the majority of the present membership and become effective only upon the approval of the UEAA Advisor (or AFDW CC or rep if organization becomes official). The UEAA Charter will be reviewed, changed, amended, revised or updated every two years, or when there is a change on the purpose, function, or membership eligibility. ARTICLE XI ELECTIONS AND VOTING Officers will be elected annually during Fall Corona. Officers will take their new posts starting 1 Jan of the following year. Requests for nominees to fill elected officer positions will be submitted by the UEAA. Nominations will be solicited by e-mail approximately 30 days before announced election month, but will also be accepted from the floor during any UEAA meeting (both electronic and in session). The majority of the members present must vote for a particular member in order for that individual to assume office. In situations where a meeting cannot be held for the purposes of voting, then electronic voting may take place. In case of a tie, a revote will be cast. The term of office is one year unless reelected (only exception shall be the first council; this allows enough time for the team to establish the foundation of the UEAA). Voting on matters affecting operations of the UEAA will take place at the next UEAA meeting. The “majority” is defined as 51% or more of present members eligible to vote. Failure to vote will lead the percentage to be based on the members that voted within the deadlines provided. UNITED STATES ENLISTED AIDE ASSOCIATION CHARTER
ARTICLE XII DISSOLUTION The UEAA Advisor (or ADFW CC or Rep) has the right to initiate dissolution of the UEAA. In the case of dissolution of the organization, funds in the treasury at the time will be used to satisfy any outstanding debts, liabilities, or obligations. Any remaining assets will be sent to sponsor a club, support a social function or be donated to a charitable organization nominated and voted by the membership. Final dissolution will not be effective until approved by the UEAA Advisor (or AFDW CC or Rep). UNITED STATES ENLISTED AIDE ASSOCIATION CHARTER
UEAA Advisor: Will hold a similar position to a Chairman of the board. The President will run the Association and the CFM will provide oversite. President: Is in charge of the day to day operations of the Association. All other members will report up the chain to the President. Vice President (VP): Is the number two in command will be the funnel point for all MFM related issues (Going Away’s, Family Emergency funds etc. ). Both The Secretary and the Treasure will report to the Vice President. Secretary: Reports to the VP and is in charge of all volunteer opportunities for the EA career field with in each command. Treasurer: Reports to the VP and provides Monthly finance updates to the CFM. The Treasurer will be the keeper of the money. They will hold the bank account, checks and keep detailed records of all moneys spent with in the Association. MFMs: Will provide the VP with any requests for funds for events. They are also responsible for helping with fund raising events with in their MAJCOM. Each MFM will have one Finance POC and one Volunteer POC in their MAJCOM. In small commands (less than 4 EAs) this can be the same person. Finance POC: Will be the keeper of the money with in each command. They will funnel that money up to the Treasurer on a biweekly basis with records of how the money was obtained and dates of the events. They will work hand in hand with the Volunteer POC for this to happen. Volunteer POC: Each command will have one POC. This person will be the one that sets-up all volunteer events for the command to raise money. They will keep records of members that participate (just numbers no names required), and what was accomplished at the event (this info can be used for EPRs). DUTIES & DESCRIPTIONS
