The “Big 3” • Custodial & Grounds Maintenance & Integrated Solid Waste Management (ISWM = refuse/recycling) • Cost to the AF annually ~ $300 M • Air Force Common Output Level Standards (AFCOLS) – AFCOLS provides an instrument to assist the AF in streamlining operations in a fair and consistent manner. Each subsequent level provides reduced services at reduced cost to the AF, with an inherent tradeoff of increased risk. – Current Level of Service (Lo. S) is 3; (1 = highest, 4 = lowest) • Installations to use standardized Performance Work Statement (PWS) to ensure services are consistent across the Air Force • Installations are not to exceed the prescribed AFCOLS with additional contracts or military manpower 52
The “Big 3” • Future efforts: – Category Management which include data analysis, market analysis and cost improvement recommendations. – Partnership with Source America/Ability One to keep the cost down. – Continue revising PWS templates to match AFCOLS and industry standards • Need candid feedback to tune AFCOLS to be efficient, cost effective, and “good enough” – Negative feedback is plentiful, and usually anecdotal – Honest, Specific, Mission-Focused feedback in the semiannual reports is the only way AFCOLS for the Big 3 or anything else can be adjusted to best meet the need BL: Don’t be shy in reporting, if it’s red, let us know! 53

Victory On the…Road to $24 B Problem Statement • Our installation weapon system platforms are in a degraded status due to a lack of investment. FSRM investment shortfalls/instability over many years have created a $24 B backlog in required preventive maintenance and life cycle repairs; This lack of adequate investment increasingly degrades readiness & impacts lethality of our installation weapon system. Air Force AICUZ Program The Air Installations Compatible Use Zones (AICUZ) Program is a safety and land use compatibility program which identifies the impacts of operations (noise and accident potential) to communities adjacent to installations Objective: Promote compatible use of land in noise and safety zones in the vicinity of military airfields to protect public safety without degrading flight safety and mission rqts Actions to date: FY 12 -17 oversaw production of 10 AICUZ Studies FY 18 -19 expected to produce 11 AICUZ Studies Updated and published AFH 32 -7084, AICUZ Program Manager’s Guide Next Steps: Host a two-day AICUZ Workshop for all services, to be held at JBSA in Feb 18 Advance training opportunities with sister services Prepare AICUZ themed videos for base level training • Support installations w/ AICUZ study updates, provide AICUZ training and reachback to field 37
Facility Space Optimization (FSO) Implementation of a sustainable and efficient Facility Space Management program enables effective Accountability, Allocation and Planning for facility space; and an ability to avoid cost through repurpose, lease-offset, inactivation (caretaker, excess, closure) and disposal of excess facilities Objective: Use FSM data to enable enterprise (Basing/Beddown/BRAC) & installation (enhanced utilization) planning; and “Right Size” installations to reduce O&M costs Synopsis: Partnered with A 4 C & AFIMSC to implement proposed new capabilities & processes outlined in an Integrated Master Schedule (result of recent HAF led BPR) Actions to date: Developed Integrated Master Schedule for implementation (timelines, risk, ROI, activities, etc) Finalizing ESP template, includes framework, objectives & COA’s that align w/ CE Flight Plan Authored AF Reduce the Footprint (RTF) program; currently approved by the OMB & OSD Partnered w/ FMO; developing strategy to enable Nex.
