Status of USGS Data Management Policies …and a brief overview of contents

Open Data Requirements • The February 22, 2013 Office of Science and Technology Policy (OSTP) memorandum on ‘Increasing Access to the Results of Federally Funded Scientific Research’ requires public access to digital data sets resulting from federally funded research, including data sets used to support scholarly publications. – This affects what USGS has traditionally call “interpretive information products. ” – Digitally formatted scientific data resulting from unclassified research supported wholly or in part by Federal funding should be stored and publicly accessible to search, retrieve, and analyze. – USGS was required to submit a plan with a timeline utilizing existing resources to accomplish these ends (submitted August 2013). – For the first time for every scholarly publication (USGS series reports and journal articles, etc. ), the data on which the scholarly conclusion is based must be released at the same time as the scholarly publication

Open Data Requirements • The Office of Management and Budget (OMB) requirements include: • Ensuring that all researchers develop data management plans (DMPs). • Collecting or creating information in a way that supports downstream information processing and dissemination activities. • Use machine-readable and open formats • Use data standards • Use common core and extensible metadata (FGDC and ISO) • Strengthening data management and release practices. • Create and maintain one enterprise data inventory (USGS Science Data Catalog) • Create and maintain one public data listing (USGS Science Data Catalog) • Provide appropriate attribution to scientific data sets (Digital Object Identifiers [DOIs]) • Building information systems to support interoperability and information accessibility (USGS Science Data Catalog, USGS Science Base, USGS Publications Warehouse, NWIS, etc. )

502. 6 Fundamental Science Practices: Scientific Data Management Foundation Policy • USGS scientific data shall be managed throughout the data lifecycle. • USGS scientific data must be released to the public in a machine-readable form. • A Data Management Plan must be included as part of or an addendum to the Project Work Plan for every project. (refer to SM 502. 2 for details of project work plan)

502. 7 Fundamental Science Practices: Metadata for Scientific Data, Software, and Other Information Products • Metadata must accompany all USGS scientific data, software, and other information products described in this chapter that are approved for release. • When data, software, and other information products are digitally released, metadata must include an appropriate persistent identifier for the product, such as a digital object identifier or DOI, unless access to the product is restricted. • A minimum of one metadata review by a qualified reviewer is required for all USGS scientific data, software, and other information products approved for release.

502. 8 Fundamental Science Practices: Review and Approval of Scientific Data for Release • This chapter includes requirements and procedures for review and approval that must be followed prior to data release or dissemination. • The chapter applies to all USGS scientific data that are released to the public (including, but not limited to, data that are made available in datasets, databases, data services, and publications, as well as model outputs and derived products). • Approved data must comply with the metadata policy (refer to SM 502. 7), and the metadata must accompany the data when released. • Reviews of data and associated metadata are required before data are approved – a data review and a metadata review. They must be documented in IPDS • Approved data must be assigned a persistent identifier, specifically a Digital Object Identifier (DOI) from the USGS registration agent, and be accompanied by a recommended citation.

502. 8 Fundamental Science Practices: Review and Approval of Scientific Data for Release When approved and provisional data are released through online databases, Web services and other automated methods of data release, the following apply: • At the online location where the data are released, documentation must be provided to inform the user of the purpose of the service or method, including extent, content, restrictions or terms of use, and instructions for use including documenting approach to gathering, analyzing (laboratory method) or processing (software manipulation of data), etc. • Maintenance and oversight of the online database, Web service, or automated method will be performed under the direction of an assigned data manager who oversees the process that ensures the quality of data added to the database or service, routine data reviews, and documentation of methods and procedures.

502. 8 Fundamental Science Practices: Preservation Requirements for Digital Scientific Data • This chapter specifies preservation requirements that apply to all USGS digital scientific data and associated information. • All scientific data produced as a result of USGS funding must be preserved. • Digital data and information products that USGS is responsible for preserving must be stored and released from properly certified and accredited information systems following USGS information technology systems processes and procedures. • Preservation Elements: – – – Storage and Geographic Location Data Viability and Integrity Information Security Metadata File Formats
