A Summary Memo that highlights the most important transition issues for the agency (Audience: Transition Board + as relevant Budget, Personnel, and Issue Working Groups) Pre-election effort to lay the groundwork for a successful transition 2. A Due Diligence Memo i. e. “ 20 page memo” highlighting key issues and questions for the Agency Liaison Teams that will lead the official transition efforts at each agency starting on November 5 (Audience: Transition-phase Cluster leaders + Agency Liaison Teams) 3. An “Agency Data File” i. e. virtual data binder containing relevant public information on each agency, with simple annotation and prioritization to improve ease-of-use by Agency Liaison Teams as they start work on November 5 (Audience: Agency Liaison Teams) 0
