Bid Phase – 4. 0 • Review of Plans and Specs by Codes • Agency Administered Projects – have the same requirements as other informal projects

Bid Phase – 4. 0 • Any agency administered project not using a current contract award and with a estimated value of over $10, 000 must be posted on the CT Portal to invite quotes or bids per Executive Order #3 – Must be on the portal at least five (5) days – However, Sub-article 4. 3. 8 of the guidelines says that all must be posted

Emergencies with an estimated value of $500, 000 or less • COMMISSIONER OF PUBLIC WORKS DECLARED EMERGENCY – Commissioner declares that an Emergency Condition exists – AND that the condition would adversely affect: • public safety or • the proper conduct of essential state government operations

Emergencies with an estimated value of $500, 000 or less • Commissioner may act upon the request of a state agency to restore facilities WITHOUT INVITING BIDS • THE DECLARED EMERGENCY MUST BE IN WRITING

Emergencies with an estimated value of OVER $500, 000 • the written consent of the GOVERNOR • AND until the COMMISSIONER has CERTIFIED to legislative management that the project is of such an emergency nature that it warrants action without bids as required by statutory requirements

Suggestions for Emergency Work • I suggest that you note “not to exceed” • I also suggest that you indicate that prevailing wages must be paid for work over $100, 00

Agency Administered Projects & submittals • DPW Procurement should be handling these; – therefore, except for Design Builds, Constructions-Manager-At-Risk, Design Professional Consulting all projects should be submitted to DPW Procurement • For those projects submitted to the procurement, our staff can help follow the procurement requirements
