Enclosure Cost Estimate Methods • A specifications and 3 d CAD model were generated in-house which flowed down from SRD • Series of computational fluid dynamics (CFD) and other engineering analyses performed on model to verify performance requirements could be met • Bottom-up $ estimate performed on enclosure model & specs n n Traditional cost-per-pound of steel System components cost estimates Comparison to previous projects Engineering experience • Funded design evaluation studies were commissioned with 2 enclosure vendors/engineering firms to (a) review our conceptual designs and specs; and (b) provide independent cost estimates: n n M 3 Engineering (Tucson, AZ) Vertex. RSI (Richardson, TX) • Updated in March 2005 for inflated material costs, height, and refined thermal designs 10/24/2021 January 18, 2006 Enclosure Risk Mitigation 4
Enclosure Risk Mitigation Thermal System Costs ‘Value Engineering’ Challenge to meet budget target: • Lower $/ft 2 n Identified a lower cost style of plate coil • Reduce Thermal Load/ft 2 n Optimized thermal ground treatment size and design • Reduce Overall ft 2 of Coverage n n Reduced thermal loads when considered with site seeing/wind conditions reduced skin temperature control requirements of Lower Enclosure Optimized Carousel shape to increase area not subject to insolation thereby not covered with plate coil • Reduce costs elsewhere n Simplified plate coil mounting details 10/24/2021 January 18, 2006 Enclosure Risk Mitigation 5
Enclosure Risk Mitigation Enclosure Costs Summary of cost as risk: • The first round of comprehensive cost estimates was in August 2004 with updates in March 2005 • We have continued to develop the specifications • We believe the current specification fits the current budget • Plan to update estimates with input from industry 10/24/2021 January 18, 2006 Enclosure Risk Mitigation 6
Enclosure Risk Mitigation Schedule 10/24/2021 January 18, 2006 Enclosure Risk Mitigation 7
Enclosure Risk Mitigation Schedule • Enclosure as near critical path • Enclosure, TMA, and S&O Building foundations • General construction contingencies 10/24/2021 January 18, 2006 Enclosure Risk Mitigation 8
Enclosure Risk Mitigation Schedule • M 1 early procurement → Site work & Enclosure as critical path n n Critical path to TMA installation in any case Requires aggressive planning, coordination, and knocking down issues before they become issues (dedicated COTR) 10/24/2021 January 18, 2006 Enclosure Risk Mitigation 9
Enclosure Risk Mitigation Schedule • Enclosure, TMA, and S&O Building foundation design, construction, and coordination n n Early start on design during D&D phase (if funds are available) with early input from vendors during construction phase Foundation designs ready for an early construction start 10/24/2021 January 18, 2006 Enclosure Risk Mitigation 10
Enclosure Risk Mitigation Schedule • Environmental, cultural, weather, labor, and safety issues are sure to arise n n A certain amount of contingency is planned for in the schedule Regardless, this requires aggressive coordination and attention (dedicated COTR) 10/24/2021 January 18, 2006 Enclosure Risk Mitigation 11
Enclosure Risk Mitigation Technical Risks • Thermal Performance n n Include easy upgrade paths for full coverage with plate coil Mat. Lab/Simulink model of controls • Thermal coating system cost, availability, & performance n Work requirements with vendors • Minimize streaming of ground layer up and over (Co. DR recommendation) n Multi-physics model of optimized systems 10/24/2021 January 18, 2006 Enclosure Risk Mitigation 12
Enclosure Risk Mitigation Technical Risks • Potential for vibration transmission between the Enclosure and TMA through the foundations n FE modeling and vibration analysis to study coupling effects using Site soil characteristics • Azimuth cable wrap performance n Multiple vendor input 10/24/2021 January 18, 2006 Enclosure Risk Mitigation 13
Enclosure Risk Mitigation Technical Risks OPEN THE FLOOR FOR DISCUSSION What other technical risk areas should we consider? 10/24/2021 January 18, 2006 Enclosure Risk Mitigation 14
Enclosure Risk Mitigation Safety • Contractor Design Phase Safety Contractor safety record as a significant selection factor n Designs meet appropriate codes and standards n Review points to analyze construction methods, operability, maintainability, and accessibility n 10/24/2021 January 18, 2006 Enclosure Risk Mitigation 15
Enclosure Risk Mitigation Safety • Construction Phase Safety n n Safety processes (e. g. Job Task Analysis, etc. ) as fundamental requirement in contract → Uncompromising scrutiny Completion of Enclosure before TMA installation phase • Schedule contingency ‘slack time’ required? n n Weather conditions play heavily into work at height and with crane picks Create a culture that values safety, for example: • Dedicated on Site Safety Officer with the authority to shut down construction • Daily safety briefings 10/24/2021 January 18, 2006 Enclosure Risk Mitigation 16
Enclosure Risk Mitigation Safety • Operation Phase Safety Potential hazards ID’d during design n n Color schemes and other cues for rotational versus non-rotational components Any confined spaces clearly marked and procedures in place Isolation points for lock-out tag-out procedures easy to identify etc. 10/24/2021 January 18, 2006 Enclosure Risk Mitigation 17
