ADULT LITERACY BACKGROUND • Not until early 1960 s did adult literacy become a bigger concern • The first Adult Basic Education program (ABE) was created in 1964 as a state grant • Signed by President Johnson • Focused on the most basic of educational skills for adults who had not completed secondary education • Designed for adults 16 years or older with less than 12 years of schooling and who are not enrolled in public schools
OTHER PROGRAMS • The Division of Adult Education and Literacy (DAEL) • Promotes programs that help adults get the basic skills needed to be productive workers, family members, and citizens • Major areas of support: Adult Basic Education (ABE), Adult Secondary Education (ASE), and English Language Acquisition • http: //www. naepdc. org/issues/AEAHistort. htm
WHAT IS GED? • Five test meant to assess an individual’s knowledge of academic subjects usually taught in high school • Writing, Social Studies, Science, Reading, and Math • If passed, given a certificate of completion which is equivalent to a high school diploma • Designated times, dates, and locations
HISTORY • Program began in 1942, US Department of Defense partnered with ACE to develop general education tests • Purpose: for military personnel and veterans who enlisted before finishing high school education • Gave them an academic credential that could help them gain entry into college or help obtain a job • In 1947, New York was first state to make test available to nonveteran civilians • By 1974, all 50 states awarded GED credentials
REQUIREMENTS TO TAKE THE GED • Proof of residency • Be 17 years of age or older (17 year old need a High School withdrawal letter to register) • No enrolled or required by state to be enrolled in secondary school • Not have attained high school diploma or something equivalent
PRESENTLY • As of January 2014, two other approved tests that award high school diplomacy or equivalency • The Hi. SET Program, developed by Educational Testing Servie (ETS) • Test Assessing Secondary Completion developed by Mc. Graw Hill • Tests have been revised and currently assess high school diplomacy equivalency as well as career and college readiness
