PURPOSE To provide a briefing to the Joint Basic Education Portfolio Committee and Select Committee on Education and Technology, Sports, Arts and Culture on National Student Financial Aids Scheme (NSFAS) support and the Funza Lushaka bursary programme. 3
INTRODUCTION • “The different parts of the education system should work together allowing learners to take different pathways that offer high quality learning opportunities. There should be clear linkages between schools, FET colleges, universities of technology, universities and other providers of education and training. ” • “Increase the participation rate at universities by at least 70 percent by 2030 so that enrolments increase to about 1. 62 million from 950 000 in 2010. ” National Planning Commission: National Development Plan, November 2011 4
ROLE OF NSFAS • The NSFAS is a public entity under the Department of Higher Education and Training. • NSFAS provides financial help through study bursaries to deserving students at public universities and TVET colleges. • NSFAS funding covers the cost of registration, tuition and allowances for books, transport, accommodation, food and personal care. 5
DBE SUPPORT TO NSFAS • Increase the NSFAS footprint and improve advocacy at high schools specifically Grades 10 to 12. • Publish and incorporate key application information on the National Senior Certificate (NSC) timetable. • Briefing to provincial heads of education departments on support for NSFAS applications. • Share database of national teacher centres which assist with applications. • Distribute information on: – Application information and process; – User-guide for applications. • Training of Life Orientation subject specialists. 6
ROLE OF NSFAS: FUNZA LUSHAKA • NSFAS has been appointed to financially administer the Funza Lushaka bursary funding. • The roles and responsibilities of the NSFAS are set out in a Memorandum of Agreement with the DBE. • The Funza Lushaka bursary programme is managed in terms of the Funza Lushaka Policy. • Account maintenance through: – Monthly operational meetings; – Quarterly reporting; – Annual Funza Lushaka meeting with stakeholders. 7

2021 POLICY IMPERATIVES • COVID-19: Scientists have indicated that COVID-19 will persist as a public health threat for some time, and at least into the middle or end of 2021. • Prioritising specialisations in inclusive education in the Foundation Phase, Intermediate Phase and Senior/ FET Phase. • Skills and competencies to prepare for the 4 th Industrial Revolution (4 IR). • Future work and careers – teachers that live and work in the 21 st century. 14

FUNDING ALLOCATION FOR 2021 • R 1, 262, 644, 000 is allocated for 2021/22. • In 2020 budget R 1, 291, 606, 000, was allocated for the bursary. • Overall decrease in the allocation: R 28, 962, 000. • The estimated average bursary value R 98, 662. • Estimated number of bursaries that can be granted in 2021: 12, 000. 16

Preliminary data shows 621 district recruited students were able to register at the university. 23

CONCLUSION The NSFAS is increasingly attracting many young people that want to become teachers to take up bursaries. Without prescribed enrolment plans at universities, there is a risk that too many teachers will be produced in areas where an oversupply already exists. University enrolment planning for initial teacher education programmes must be informed by evidence from the Basic Education Sector. 27
