Collapse of the foundation means destruction of the entire building; collapse of the first story is necessarily the collapse of the second and third stories and consequently reversion to the architectonic wisdom of the people: collapse of the second story-officialdom-because of the misdeeds or disloyalty is the demolition of the faith of the people; and without faith no popular government can ever hope to live and survive.

Offenses punishable of reprimand l Discourtesy in the course of official duties l Improper of unauthorized of contributions from school children l Violation or reasonable office rules and regulations l Gambling l Refusal to render overtime service l Disgraceful and immoral or dishonest conduct prior to entering the service l Lending money at usurious rates of interest l Willful failure to pay debts l Willful failure to pay just taxes due to the government

ACCESSORY PENALTIES l Dismissal shall carry with it the cancellation of eligibility, forfeiture of leave credits and retirement benefits and disqualification for employment in the government service l Forced resignation shall carry forfeiture of leave credits and retirement benefits and disqualification for reemployment in the government service
