Presidency Presidential Staffs Staff POTUS staff is the portion of federal bureaucracy that is most closely controlled by the Administration Presidential secretaries were not even paid positions until 1857 Secret Service was not even a thing until after Mc. Kinley assassination Today’s White House Staff is hundreds of people. There are likely 2 sets of staffs: one for White House & a separate staff for campaign operations

Presidency Pyramid Structure Pyramid A hierarchal structure – assistants report through a clear hierarchy Chief of Staff is the clear top of the hierarchy & has control over the rest Provides a more orderly flow of information & decision making This isolates the president from lots of the decision making process Chief of Staff is much more of a gate keeper in this structure This is the easiest way for a president to deal with a huge staff
Presidency Circular Structure Circular Organized like spokes on a tire All Cabinet secretaries & assistants can report directly to the president Gives the president access to the most information Also risks conflict and confusion among those in the circle Chief of Staff is equal to many other staff members
Presidency Ad Hoc Structure Ad Hoc “Task forces” are formed for specific reasons & disband when they’re done. Groups of secretaries, advisors, and even friends report to POTUS Generates ideas and information from many sources This minimizes problems with “bureaucratic inertia” Risk that POTUS is cut off from those who are responsible for how things are implemented

Coordinates National Security Agency & Homeland Security Coordinates information from the CIA, FBI, & whole intelligence community This person can be active military, or their deputy can, but they can’t both be.

Presidency Office of National Drug Control Policy Drug Czar The director of this agency is called the “Drug Czar” Coordinates international & domestic anti-drug efforts of the agencies Handles everything from monitoring trafficking to producing anti-drug campaigns Required by law to oppose legalization & actively campaign against it
Presidency Office of Science & Technology Policy Science Advisor “Advise POTUS on effects of science & technology on domestic & international affairs” Works with private sector to ensure federal investments in science & tech contribute to economic prosperity, environmental quality, & national security Coordinate research between federal, state, local, and international govts
