Adjusting Census Figures Pres. 11 United Nations Regional Workshop on the 2010 World Programme on Population and Housing Censuses: Census Evaluation and Post Enumeration Surveys, Bangkok, Thailand, 10 -14 May, 2010
Adjusting Census Figures Why adjusting census figures ? q Errors may be substantial and the validity of the counts delivered by the census questioned q Coverage of certain population groups may be deficient, some parts of the country may be disadvantaged in terms of financial repartition (attribution of funds, of seats…) n But if the undercoverage is uniform, there is no consequences in terms of equity q To have a correct estimate of the population as a basis for future intercensal estimates and projections. United Nations Regional Workshop on the 2010 World Programme on Population and Housing Censuses: Census Evaluation and Post Enumeration Surveys, Bangkok, Thailand, 10 -14 May, 2010
Adjusting Census Figures What to adjust ? q Population estimates n Calculated using the census population + the evaluation from the PES n Total population, population by administrative area (state, region, …) q Census results n Total population, population by administrative area (state, region, …) n Main distributions (by state, sex, age…) n All the database, in order to adjust all potential distribution United Nations Regional Workshop on the 2010 World Programme on Population and Housing Censuses: Census Evaluation and Post Enumeration Surveys, Bangkok, Thailand, 10 -14 May, 2010
Adjusting Census Figures How adjust ? q When adjusting figures or distributions: use the coverage rate corresponding to the variables n Directly if available directly from the variables of the PES n Using regression if not, but these estimates are not guaranteed to be consistent at regional level q When adjusting the whole database, need to modify the weight of some individual records: n Pb of decimal weights – use integer weights every x records n Some individuals are weighted 0 and therefore removed from any tabulation United Nations Regional Workshop on the 2010 World Programme on Population and Housing Censuses: Census Evaluation and Post Enumeration Surveys, Bangkok, Thailand, 10 -14 May, 2010
Adjusting Census Figures Some considerations q Consequences of making adjustment are critical and at times politically sensitive q Adjustments have an effect on demographic distributions q Adjustment may be costly (in doing and in explaining) q Adjustement requires specific communication q Adjustment may be time consuming United Nations Regional Workshop on the 2010 World Programme on Population and Housing Censuses: Census Evaluation and Post Enumeration Surveys, Bangkok, Thailand, 10 -14 May, 2010
