ADEQUATE GROWTH PERCENTILES IN THE ACHIEVEMENT INDEX Achievement & Accountability Workgroup Meeting June 20, 2014 Krissy Johnson, MPA, Data Analyst Deb Came, Ph. D, Director of Student Information Damian Betebenner, Ph. D, Senior Associate, Center for Assessment
Today’s Topics • Review of Student Growth Percentiles • What is adequate growth? • Catching-Up/Keeping-Up & Moving-Up/Staying-Up • Time horizon of adequate growth targets • Transition to Smarter Balanced • New standards, new destination
SGP Review: Anthony 454 385 357 352 2011 -12 2012 -13 Anthony SGP: 75
4 th Grade Score Distribution 75% of students in Basic Anthony’s Belowacademic peers scored Basic below him Proficient Advanced 385 Anthony’s Peer Group Prior Score ~ 357
SGP Key Concepts • Academic peers are all students in Washington State in the same grade and assessment subject that scored similarly in previous years. • Students can have high growth if they are score low, and high scoring students can have low growth. • SGP calculations require at least two years of consecutive scores; use as many consecutive scores available, back to 2005 -06. • This model only controls for prior score history; no other characteristics, such as income or ethnicity, are considered. • Washington’s state assessments are not vertically scaled. Therefore, we can’t subtract one year’s score from the next.
Median Growth Percentiles 71 42 20 52 75 57 The Median Growth Percentile of this school is the middle student’s SGP 27
Why Growth?
Adequate Growth Percentiles 3 rd Grade Year 1 AGP = 43 SGP = 56 AGP = 82 SGP = 75 Year 2 Year 3 Year 4 L 3: Proficient
Catch-Up/Keep-Up Categories Category Achievement Level in Previous Year Proficiency Goal Catching Up L 1 or L 2: Below Basic or Basic L 3: Proficient Keeping Up L 3 or L 4: Proficient or Advanced L 3: Proficient Moving Up L 3: Proficient L 4: Advanced Staying Up L 4: Advanced
School-Level Measures • Median Adequate Growth Percentile • % Catching-Up/Keeping-Up and/or % Moving-Up/Staying -Up • Consider what the appropriate target should be for higher achieving students
Timeline Changes the Trajectory 3 rd Grade 4 th Grade AGP = 56 45 90 AGP = 82 5 th Grade 6 th Grade 7 th Grade
Transition to Smarter Balanced
Availability of Data • Adequate growth targets may not be available until 2015 - 16 or 2016 -17 • Smarter Balanced Field Testing affects the availability of SGPs
Student Growth Percentile (SGP) Transition to Smarter Balanced SGP SGP 2011 -12 2012 -13 2013 -14 • Entire state: MSP/HSPE/EOC • 2/3 of state: MSP/HSPE/EOC • 1/3 of state: SBAC Field Test SGP 2014 -15 • Entire state: SBAC fully operational
Possible Availability of Adequate Growth Percentiles 2013 -14 • 2/3 of state: MSP/HSPE/EOC • 1/3 of state: SBAC Field Test (no growth) 2014 -15 • Entire state: SBAC fully operational • 1 st Year of SBAC SGPs 2015 -16 2016 -17 • 2 nd Year of SBAC SGPs • 3 rd Year of SBAC SGPs • 1 st Year of SBAC Adequate Growth Targets • 2 nd Year of Adequate Growth Targets
THE TRANSITION TO SMARTER BALANCED How are other state’s handling the growth? A discussion with Damian
