Olmstead In 1999, the U. S. Supreme Court rendered a favorable decision in Olmstead v. L. C, a case that challenged the state of Georgia’s efforts to keep people with mental disabilities institutionalized. The Court interpreted the Americans with Disabilities Act (ADA) to require states to provide services “in the most integrated setting appropriate to the needs of qualified individuals with disabilities. ” Additionally, the Court indicated that each state should develop an Olmstead plan to demonstrate efforts to be consistent with the ruling.

Olmstead Plan Fall 2007, Governor Patrick Vision Empower and support people with disabilities and elders to live with dignity and independence in the community by expanding, strengthening, and integrating systems of community-based long-term supports that are person-centered, high in quality and provide optimal choice.

Goals of Olmstead Plan Help individuals transition from institutional care. Expand access to community-based long-term supports. Improve the capacity and quality of communitybased long-term supports. Expand access to affordable and accessible housing with supports. Promote employment of persons with disabilities and elders. Promote awareness of long-term supports.

Community First Program Support recovery Community First Program Initiative to promote peoples’ rights to live as independently as possible in the community. “Recovering Through Partnership” guiding focus that supports community first for adults, children, adolescents and families that suffer from mental illness and emotional disorders.

Community First Sustain a person and family centered agency that is culturally competent and eliminates disparities. Use evidence based and emerging practices and data-driven decision making while achieving operational efficiencies. Engage meaningful consumer and family involvement and peer support in all aspects of the Department of Mental Health. Rely on services that are flexible, traumainformed, value respect & dignity.
