ACFTU-Actrav/ITC-ILO Training Workshop on ‘Wage-led, Job-rich Recovery from Crisis’ 13 -17 May 2013, Beijing

Main focus of the training programme Promote mutual collaborative learning through knowledge & experience sharing for deepening the understanding on: - the forces/factors shaping the world of work in the globalized economy , the causes of global economic crisis and responses of ILO & labour movement to promote Wage-led- Job-rich policies for decent work; - limits of export led development & potential of wages, employment and labour standards led development approach; - role of social dialogue, collective bargaining and statutory minimum wages in boosting wage shares, reducing income gaps, and promoting equitable and inclusive growth.

Background Ø 2006 -2015: Decent Work Decade for A-P region economies are growing but Decent Work? Ø ‘Crisis’ exposed many vulnerabilities – export dependency, low & declining real wages for majority, inequalities & insufficient social protection for workers. Ø Major challenges: Underemployment, precarious work, inadequate social protection, lack of respect for Fo. A & right to collective bargaining & growing informal economy – a clear indication that the economies are not creating decent work Ø Asian Govts looking towards Exports & FDI as a major driver of growth and jobs!

If economic growth has to benefit all… • What lessons can we learn from the ‘Global Economic Crisis’ and how countries are dealing with it? • What needs to be done to balance export led model with wages & standards led development path? • What can trade unions do at national level to promote decent work and inclusive economic growth?

Main Outputs Expected • Follow up action(s) to strengthen union capacities for ‘Wage -led, Job-rich recovery policies’ as part of Decent Work agenda at country level • This work plan will be used for evaluation purposes and future follow up activities. • Guidelines for preparing follow up proposal will be given
