PREPARATION FOR THE ACE 1 IMPLEMENTATION COMPLETION REPORT: IMPORTANCE AND PURPOSE OF THE ICR The ICR is rated by the independent evaluation group. The objectives of the ICR are: Accountability – to assess the extent to which the project achieved its objectives and the overall performance of the Bank and Borrower; Learning – to draw lessons from the project that could be applied to future Bank-financed operations in the country or sector; and Development effectiveness – continuous process of selfevaluation, lesson learning and application, sharing knowledge and being accountable for results.
PREPARATION FOR THE ACE 1 IMPLEMENTATION COMPLETION REPORT: KEY SECTIONS IN AN ICR Evidence around achievement of objectives (not implementation of components) The “results chain”: the link between inputs, outcomes, impacts The counterfactual: what would have happened without the project, other factors that could have influenced achievement of objectives, plausible attribution Trends over the whole period, before and after the project, and as many observations as possible to justify success Cited sources of evidence.
