General government revenue consists of taxes, social contributions, grants receivable, and other revenue. The data is expressed as a percentage of gross domestic product (GDP). GDP represents the total value of final goods and services produced within a country during a specified time period. VS. General government net lending/borrowing (% of GDP) International Monetary Fund: World Economic Outlook Database Percentage From the World Economic Outlook Database. General government net lending/borrowing (% of GDP) is calculated as revenue minus total expenditure, and expressed as a percentage of gross domestic product. A negative value represents net borrowing, which is the financial resources that the government absorbs from other sectors of the economy. A positive value represents net lending, which is the financial resources that the government releases to other sectors of the economy.
