Objectives: • Ensure church leaders understand the key concepts of accountability • Recognize the connection between Mission / Vision / Goals and how they apply to our ministry • Understand the correlation between church governance and staff organizational structure

Church Leadership Bureaucratic: Responsibility – Authority = Safe but not Effective Autocratic: Responsibility + Authority – Accountability = Effective but not Safe
Bureaucratic: Committee-Based or Consensus-Driven Leadership • The goal, as it’s usually expressed, is to get everyone involved in the decision making process and hence have ownership of the outcome. All opinions and feelings are weighted or valued equally.
Bureaucratic: Committee-Based or Consensus-Driven Leadership 1. Decisions are slow – if they happen at all. 2. Decisions, since consensus is the goal, are not always focused on the mission. 3. Consensus is often not achieved; instead, compromise is the rule. It becomes better to maintain the relationships than fulfill the mission 4. Consensus is often a vote in disguise
Bureaucratic: Committee-Based or Consensus-Driven Leadership 5. There is no one person who can be held accountable for missional objectives 6. The role of the pastor and staff as leaders is limited 7. The pastor and staff are evaluated by the congregation – power resides with a person or group who does the evaluation

Autocratic: Pastor-Centered or Personality-Driven Leadership 4. Decisions are made quickly – sometimes impulsive or unrealistically 5. Dissent is not tolerated 6. Or, if dissent is allowed, the pastor spends his/her time “putting out fires”
Autocratic: Pastor-Centered or Personality-Driven Leadership 7. Laity leaders are evaluated by the pastor and staff. Major Downside: 1. Congregation feels run-over & disconnected from the ministry of the church 2. Or, power needs are expressed in a passiveaggressive manner that is manifested in chronic conflict.

Ephesians 4: 11 -16 • 11 It was he (Jesus) who gave some to be apostles, some to be prophets, some to be evangelists, and some to be pastors and teachers, 12 to prepare God's people for works of service, so that the body of Christ may be built up 13 until we all reach unity in the faith and in the knowledge of the Son of God and become mature, attaining to the whole measure of the fullness of Christ. 14 Then we will no longer be infants, tossed back and forth by the waves, and blown here and there by every wind of teaching and by the cunning and craftiness of men in their deceitful scheming. 15 Instead, speaking the truth in love, we will in all things grow up into him who is the Head, that is, Christ. 16 From him the whole body, joined and held together by every supporting ligament, grows and builds itself up in love, as each part does its work.

Staff-Led Mission-Driven Leadership 1. The mission of the church comes first. 2. Those responsible are accountable. 3. Must have the right people in place to accomplish the mission. 4. Small number of decision makers – large number of people in ministry. 5. Shepherding, including pastoral care, is done by the laity, not the pastor.
Definition - Pastoral Care 5 a. 5 b. Does not mean the office or position of pastor. Does mean the actions of hospital visits, caring for one another, visiting those in nursing homes, grief care, etc.
Staff-Led Mission-Driven Leadership 6. Lots of input – very focused direction 7. Pastor evaluates the staff 8. Everyone is held accountable for the mission 9. Alignment to the mission and vision is critical – not consensus as it is now

Accountable Leadership - Strengths 1. Mission/Vision fulfillment is the driving force…not management 2. Goals and objectives of ministries can be adjusted as needed 3. Marries responsibility and authority with accountability 4. Promotes church unity 5. Functions on a high level of trust 6. Decisions are made very quickly
