TAJIKISTAN - SOCIAL STATE Tajikistan is a social state - policy is aimed at creating conditions that ensure a decent life and free, comprehensive human development. The goal of the state’s social policy is to improve the life of the entire population and social protection in certain adverse life situations. The main essence of the state’s social policy is to create a favorable social atmosphere in society for the population. Social policy is an integral part of the state’s overall strategy related to social protection and social support, especially for vulnerable groups.
TAJIKISTAN - SOCIAL STATE If we pay attention to the general issues of social protection as an important area of social policy of the Government of the Republic of Tajikistan, we can note four types of social protection: Social protection of children, childhood and adolescence. Social protection of the working-age population. Social protection of disabilities. Social protection of the family. In this regard, social and legal protection of disabled citizens, including people with disabilities, covers a system of measures aimed at humanizing all spheres of life of these people. The main role in solving the problems of disabled citizens can play social services and pensions.
TAJIKISTAN - SOCIAL STATE On December 24, 1991, the Law of the Republic of Tajikistan On Social Protection of Persons with Disabilities in the Republic of Tajikistan was adopted (supplement and amendment of February 28, 2004) In the new edition, the Law of the Republic of Tajikistan “On Social Protection of Persons with Disabilities” was enacted on December 29, 2010 [See: 8]. According to this law, persons with disabilities in the Republic of Tajikistan have the full range of socio-economic, political and personal rights and freedoms - the Constitution of the Republic of Tajikistan and other legislative acts of Tajikistan.
Legal Classification of Persons with Disabilities In the article of the first law of the Republic of Tajikistan “On the social protection of persons with disabilities”: “A disabled person is a person with a health disorder with persistent dysfunction of the body due to diseases, injuries, physical and mental defects that led to a limitation of life, and necessitating its social protection”. Along with this, the term “life limitation” is also considered, which is understood as a complete or partial loss of his ability or ability to carry out self-care, movement, orientation, communication, control of his behavior, and also engage in labor activities.
Attitude toward Persons with Disabilities In general, disability is considered as the degree of limitation of a person’s life due to a health disorder with a persistent disorder of body functions. Thus, the adoption of this law in a new edition of 2010 changed the attitude towards people with disabilities (Pw. D) and puzzled government bodies and society to rehabilitate this category of people and actively involve them in all kinds of processes of public life.

Creating conditions and improving social services at universities. Research, study and training, training of specialists in social work (TNU specialists in social work) Implementation of projects on social protection for people with disabilities: Public Administration Institute under the President of the Republic of Tajikistan, Khujand State University named after B. UN International Convention on the Rights of Persons with Disabilities The UN General Assembly of December 13, 2006 adopted the International Convention on the Rights of Persons with Disabilities and of May 3, 2008 was enforced. It is gratifying that on March 22, 2018, the President of the Republic of Tajikistan signed this Convention. Preparations are underway for ratification of this Convention.

From the Message of the President of the Republic of Tajikistan 2018 “…. . 149 thousand people with disabilities live in the country, including 15 thousand people with disabilities of the 1 st group, almost 27 thousand people with disabilities under the age of 18 and 71 thousand orphans. …. We will consider solving social issues, including caring for vulnerable groups of the population, primarily orphans and people with disabilities, single pensioners and veterans, one of our most important tasks in the future”.
DEVELOPING SERVICES FOR INDIVIDUALS WITH DISABILITIES
The main goal of the project The main objective of the DECIDE project is primarily to promote the realization of the rights of people with disabilities in Central Asian countries, to assist in providing them with access to social benefits on a par with all full members of society, in their involvement in solving social problems and issues and their possible socialization in within the framework of the Declaration of the Bologna Process and the UN International Convention on the Rights of Persons with Disabilities.

DISABILITY SOLVING MODELS There are two models of disability: a) an individual disability model (medical model), in which people with disabilities are perceived as a patient, a patient who needs medical care. The main characteristic of this model is segregation - the separation of people with disabilities from life in society, the creation of special institutions for them;
DISABILITY SOLVING MODELS b) a social model in which PWD is perceived as an ordinary person working and studying along with everyone, living a full life, they are provided with the same services as all members of society. The characteristic of the model is integration - the creation of equal opportunities for life and development in society.
Realization of the project goal within the framework of the PAI PRT Compilation of training modules in conjunction with international and national experts; Opening The Center for training and rehabilitation of people with disabilities; Modules for continuing and vocational education of civil servants; Modules for Public Administration Masters in Public Administration; Conducting research and expert work on the analysis, interpretation and classification of the legislation and scientifically-based proposals to the government for development of legal acts.

ACTIVITIES IN PAIP RT During August 2019, our project team, as part of the ongoing project, carried out preparatory work to create a disability center at the Public Administration Institute under the President of the Republic of Tajikistan. Under the leadership of the rector, we have prepared a documents and charter of the Center for disabilities. Meetings and discussions were held with representatives of public organizations and staff of Public Administration Institute under the President of the Republic of Tajikistan in frame of DECIDE project issues. Was created new list of the PWDs in the Institute.

IN THIS WAY, ……. In conclusion, it should be noted that at present, the possibility of higher education institutions seems to be incomparably better and wider in the implementation of the government’s social policy in this direction, since being a successful environment, universities also make a significant contribution to the training of specialists working in various fields of social services and social community support, including disabled people. Along with this, specialists and scientists of higher educational institutions conduct research in order to present rational concepts and ideas in effectively promoting the social policy of the government, including in solving the problems of vulnerable segments of the population. The quality of the provision of social services and social support for the entire population and vulnerable segments of the population is closely related to the training by specialists in universities in relevant sectors of the national economy.
