ANNUAL PROGRAMME Level 1 School level: Mass Participation Classes or houses play against each other to come up with the best school team for each school Every week DBE Level 2 Local Competitions Schools in the same area take part in a competition through a fixture and compete for a top school position in the locality Every month DBE Level 3 Circuit Competitions Top Schools within one locality compete through a round robin against each other with in a circuit to choose the best school that will represent a circuit in a district competition Once a quarter DBE Level 4 District Competitions Top Schools in the log from the same area compete for a top position in the District log Once per season SRSA Level 5 Provincial Eliminations Top school in the log from the District in level 3 compete for top position in the Provincial log Once a year SRSA Level 6 National Championship The wining school in the province competes at the National Festival Once a year SRSA

ACHIEVED MILESTONES Activity Responsible Finalization of the Schools Sport Policy DBE The Department of Basic Education reviewed the existing policy on Schools Sport and it will be soon published. Finalize guidelines for agencies supporting the delivery of school sport Done SRSA has developed the National Academy Framework with SASCOC whose focus is Talent Identification and Support of Talented Athletes. Roles and responsibilities are clearly defined on how talent will be identified and nurtured from schools. Together with provincial governments and federations identify talent at inter-district school tournaments for further development through the academy system. Talent Identification is currently taking place at the National Championship level, from 2016 Talent identification will be implemented at District, Provincial and National Level. Talented Learners will be supported at Provincial Academies as well as at the National Training Centre. Status Done SRSA Ongoing

ACHIEVED MILESTONES Activity Responsible Development of Training Material for Teachers DBE & SRSA The Teacher toolkit has been developed and it will be developed in November 2015, this is in partnership with the British Council Facilitate Capacity Building programs for Teachers Done DBE & SRSA Capacity Building and Training of teachers on technical, administration and coaching Assist National Federations in the hosting of National Junior Championship The National Schools Sport Championship has been established in order to create a platform for the junior athletes that are of School Going age to participate in one competitions Status Done SRSA Done

ACHIEVED MILESTONES Activity Responsi Status ble Host National Junior Olympic Games biannually in conjunction with SASCOC ( to serve as a feeder system for the IOC Youth Olympic Games) SRSA The National Schools Sport Championship in the first 5 years has been established as an annual competition in order to create a solid and structured competition of schools. There is currently a review of the National Championship and the championship will be seasonal as well as have selected teams that can be considered for selection for Team South African in several continental and international competition. ACHIEVED MILESTONES Activity Respons Develop the concept of Sport Focus Schools SRSA The concept of Sport Focus Schools is in place and there already approved schools and an existing policy of selecting these schools. Develop a 5 year competitive schools sport plan with National Federations The 5 year competitive schools sport plan is not yet in place. The process that was started was integration of existing structures and making sure that all the junior and schools championships programs are integrated. Status Done SRSA Not Started

ACHIEVED MILESTONES q Since 2012 December three National Schools Sport Championships have been hosted

ACHIEVED MILESTONES q Since 2012 December three National Schools Sport Championships have been hosted with learners being exposed to a competition at a National Level as well opportunities explored for Talented Athletes to be taken up by National Federation, Professional Clubs to be developed as well as learners who received a Ministerial Sport Bursary. q 2012 – 4000 q 2013 – 8000 q 2014 – 10 000 q Through out these National Schools Sport Championship 60 learners were identified for Ministerial Sport Bursary, 6 had to be dropped on the basis of malpractice by team coaches and managers. 54 learners are remaining in the program and are supported. q The private sector has shown interesting by investing in programs that will support the Schools Sport National Championship (Nestle’ Milo – Netball, Football, Basketball and Hockey)

ACHIEVED MILESTONES q SRSA has installed 40 Multi Purpose Courts for Schools in different

ACHIEVED MILESTONES q SRSA has installed 40 Multi Purpose Courts for Schools in different schools across the country and the Sport Trust has installed 24 of these courts as part of provision of enablers to enhance participation in sport in schools. 12 new Multi Purpose courts are planned for in the current financial year 2015/16. q Teacher Training in Sport Administration, Technical Officiating and Coaching have taken place across these years as reflected in out Annual Report. q There is political support and cooperation between MEC’s of Sport and Education in Gauteng, Free State and Mpumalanga. This has translated to Operational Heads as well as to operational staff on the ground cohesively. q There are clear directives of cooperation that were given to operational officials at Northern Cape, the officials report on a quarterly basis to MEC about the implementation of the programs. q In Mpumalanga the Premier has taken the initiative of driving and supporting the Schools Sport Leagues, as well as seeking more funding to support sport in schools.

CHALLENGES ACROSS ALL PROVINCES q The Priority codes as defined in the National Sport

CHALLENGES ACROSS ALL PROVINCES q The Priority codes as defined in the National Sport and Recreation plan are not supported equitably. The focus on Athletics, Netball and Football to the neglect of the 13 Sporting Codes and IG codes is a cause of concern. q Globally across all the Provinces there is no dedicated funding for Schools Sport it is only funding for Curriculum and Enrichment Programs which do not have ring fenced are not ring fenced by program. q This has resulted largely in School Governing Bodies as well as School Principals choosing between Choral Music, Arts and Culture or Sport Programs.

CHALLENGES ACROSS ALL PROVINCES q There is still a gap in abiding by the protocols and structural arrangement of Sport in the country and across the world. The School Sport Code Structures are deemed as autonomous and do not have to account to the National Federations. q There are Government Officials that are serving in the National Federations and School Code Structures (conflict of interest that is not declared contrary to DPSA regulations). This continues to pose a challenge as the codes of sport that they serve in are supported to the neglect of prioritized codes. q Expression of the Schools Sport Strategy on the Annual Performance Plans is absent.

CHALLENGES ACROSS ALL PROVINCES q Schools Sport structures are in place mostly on an adhoc basis except in the Western Cape and Gauteng where they are constitutionally established. This poses a challenge as schools code structures at local up to district level act as a technical support of any sporting code. q The National Federations that have not aligned their Geopolitical Boundaries as required in the NSRP affects the affiliation of schools, as some of them do not have presence in other Provinces. q Labour Unions remain a challenge in optimising teacher participation in Schools Sport.

CONCLUSION q A lot of progress has been made despite all the challenges. q

CONCLUSION q A lot of progress has been made despite all the challenges. q Policy directives to Schools, Educators, SGB’s and district offices are necessary in making sure that there is the same understanding of the importance of schools sport Funding of Schools Sport need to be ring-fenced in order for it not to be utilized for other extra curricular programs. q Sport Transformation in South Africa is dependent on the quality participation and acceleration of development of black athletes in order to make any meaningful change to Team South Africa at all levels and for the different sporting codes. q Department of Basic Education need to seriously consider building sport facilities in the new schools that are built and some renovated. q Lack of facilities for quintile 1 – 3 schools continues to be an inhibitor to optimal and competitive sport in those schools.
