Resilience in the Somalia context? • Protracted crisis — recurrent conflicts and shocks — spanning decades: – Climate change and variability – Lack of basic services – Lack of inclusive governance – Political instability – Unsustainable use of natural resources – Conflict and insecurity • High levels of vulnerability: – 40% of population currently acutely food insecure – Likely La Nina-related dry conditions in late 2016/2017 • Demonstrated resilience of population: – Social networks – Remittances – Private sector 12/5/2020 2
APS Awards • APS awarded $13. 5 m to 3 NGOs in Sept. 2014; implementation underway – Blending of humanitarian and development funds in joint procurements • 3 -year, multi-sectoral programs working to: – Increase capacity of households and communities to adapt to recurrent shocks – Build on the ecological, social and economic capitals of households and communities – Promote robust learning of communities, the implementers, USAID and others 12/5/2020 • Emphasis on learning through external baseline survey (draft report in July 2016) and learning agenda (first event in September 2016 in Nairobi) CARE STORRE: Climate Vulnerability and Capacity Analysis exercise 3
