A Proactive Role for Court Presidents Strengthening Managerial Capacities for Court Department Heads and Teamwork • • Improving Judicial Efficiency Project II Cooperation between the HJPC Bi. H, the District Court in Amsterdam and the target courts in Bi. H Project objectives and activities: Ø Strengthening the position of court presidents and the heads of court departments by reinforcing their proactive managerial roles (specialised training and the revision of current duties and authorities); Ø Developing teamwork and joint responsibility for achieving preset targets; establishing a new organizational setup in departments; Ø Strengthening procedural discipline (consistency in the application of procedural laws with particular focus on measures that prevent delays to proceedings); Ø Changing the perception of judges regarding the concepts of independence and accountability – the right to a trial within a reasonable time and legal certainty and equality for citizens
