M&E for the MSDP • Myanmar Sustainable Development Plan – 3 pillars, 5 goals, 28 strategies and 251 action plans; • “A coherent and consistent government –wide M&E framework will be critical in the implementation of the MSDP in terms of tracking and measuring its effectiveness, efficiency, sustainability and impact throughout and following the planned implementation period. ”(MSDP, p. 64)
Elements of an MSDP Monitoring Framework 1. National Indicator Framework, complete with indicators, baseline, targets, and metadata monitoring against 28 MSDP strategies. 1. A set of institutional arrangements, detailing the roles and responsibilities of different government agencies in monitoring, the flows of information between these agencies and the reporting modalities to the higher level.

MSDP-NIF Metadata Process Examine all indicators from a statistical point of view Identify a focal point for each indicator responsible for collecting data, computing the indicator and reporting data regularly. Institutional arrangements for the MSDP-NIF Who will collect data and produce indicators? To whom will indicator data and “indicator stories” be reported on a regular basis? Who will oversee timely reporting and quality control the data? Who will analyze “indicator stories” and provide findings across the 28 strategies to generate policy advise? Who will advise policy-makers in the Government on necessary adjustments?
Possible functional arrangements for NIF monitoring Aligned with the duties of the MSDP Implementation Unit of « providing general guidance, approving strategic decisions, and solving strategic issues which may arise during the implementation of the MSDP. » (MSDP, p. 62)
Crucial next steps for the Government 1) Formally adopt the NIF 2) Endorse designation of indicator focal points and coordinate capacity-building for departments 3) Adopt a data-sharing agreement across the government for MSDP monitoring and evaluation 4) Set targets for all available indicators 5) Oversee first round of indicator reporting and encourage production of additional indicators
